Job Specifics
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 3, Grade 25, position in the Long Island Field Office located in West Brentwood, New York. The incumbent will be assigned to the Adult Services Unit within the Field Office and, based on assignments, will be required to travel, including overnights as needed, to cover licensed and unlicensed programs in the Long Island Region.
Specific duties include, but are not limited to, the following:
• Manage, supervise, and direct a multidisciplinary team to perform oversight activities related to OMH Adult serving programs.
• Review and provide comments/recommendations to Field Office Director and OMH Executive Team on Regulations, Guidance Documents, Policy and Procedures and Program Development.
• Oversee strengths and weaknesses of adult services continuum and, as part of a multidisciplinary team, develop strategies to enhance the continuum through targeted program review, community outreach and review of available data.
• Oversee the BH Medicaid Managed Care implementation and participate in plan monitoring and oversight activities. This role includes acting as a liaison for mental health providers, Field Office Staff, LGU’s, the OMH Division of Managed Care (DOMC) and other stakeholders.
• Work collaboratively with all units within the Field Office, and all OMH units across the state.
• Provide guidance, technical assistance, and support agencies during the implementation of new/expanding programs to ensure programmatic and/or regulatory standards.
• Review and evaluate Requests for Proposal (RFP) submissions as part of a multidisciplinary agency review team.
• Represent OMH at meetings and task forces with external agencies, mental health advocacy groups, and trade organizations and communicate strategies and information to Field Office.
• Recruit, train and supervise subordinate staff. Assign and review work and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff.
• Provide oversight of other county programs as assigned.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as an Mental Health Program Specialist 3, Grade 25, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
