Job Specifics

Duties Description Under the supervision of Biologist 3 (Marine), serves as the Hudson River Fisheries Unit Manager, supervising subordinate biologists and other professional, technical, scientific and seasonal staff engaged in fisheries research, assessment, monitoring, habitat conservation, and fisheries management programs. Plans, directs, coordinates, and evaluates unit activities to ensure accomplishment of Department priorities and compliance with applicable state and federal laws, regulations, grant requirements, and interstate fisheries management obligations.

Develops work plans, establishes program priorities, manages personnel and fiscal resources, and provides technical and administrative oversight for Hudson River fish research, monitoring, and management. Supervises the design and implementation of field investigations, fish population assessments, habitat evaluations, scientific analyses, and data management activities used to support fisheries management, conservation, regulatory decision-making, and environmental review. Oversee the safe and effective operation of field programs, including vessels, equipment, and employee safety.

Directs the preparation and review of technical reports, scientific publications, grant deliverables, management recommendations, compliance reports, budget documents, and other administrative and scientific products. Oversees the analysis, interpretation, and communication of biological and environmental data used to support fish stock assessments, fishery management plans, regulatory actions and policy development.

Coordinates fisheries programs with other Department divisions, state and federal agencies, academic institutions, interstate fisheries organizations, tribal governments, local governments and other partners. Represents the Department on technical committees, advisory groups, public forums; oversees cooperative research agreements and contracts; monitors program performance; and performs related supervisory, scientific, technical and administrative duties as required.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and

Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.

Preferred candidates will have experience: supervising biological staff, strong organizational skills, developing and implementing fisheries research and monitoring activities, applying scientific information to fisheries management decisions, coordinating with governmental and non-governmental partners, effectively communicating technical information to diverse audiences, managing complex natural resource programs, and experience developing policies and procedures to support long-term program success.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
