Job Specifics
Duties Description The Deputy Chief Procurement Officer is a senior executive within the New York State Office of General Services (OGS), Procurement Services, responsible for providing executive leadership for the strategic direction of Procurement Services and advancing the long-term vision of New York State’s centralized procurement program. Reporting directly to the Chief Procurement Officer, this position serves as the principal advisor on strategic procurement, procurement policy, organizational excellence, innovation, modernization, customer experience, and enterprise transformation. The Deputy Chief Procurement Officer partners closely with executive leadership to develop and implement strategies that strengthen procurement governance, improve organizational performance, and position Procurement Services as a national leader in public procurement.
Working collaboratively across the division and with customer agencies, oversight entities, vendors, industry partners, and other stakeholders, the Deputy Chief Procurement Officer leads enterprise-wide initiatives that advance procurement excellence, strengthen organizational capability, modernize business practices, and enhance service delivery throughout Procurement Services. Through visionary leadership and a commitment to continuous improvement, this position drives innovation, cultivates a high-performing organization, and ensures Procurement Services remains agile, customer-focused, and responsive to the evolving needs of New York State government while upholding the highest standards of integrity, transparency, and public stewardship.
Role and Responsibilities
• Serve as the principal advisor to the Chief Procurement Officer on strategic procurement, procurement modernization, innovation, organizational excellence, procurement policy, and the long-term strategic direction of Procurement Services.
• Lead the strategic planning, modernization, and continuous improvement of Procurement Services to strengthen organizational performance, operational effectiveness, customer experience, and statewide procurement outcomes.
• Develop and implement enterprise-wide strategies that advance procurement excellence, improve organizational capability, strengthen governance, and support the long-term evolution of New York State’s centralized procurement program.
• Direct the development and implementation of statewide procurement policies, governance frameworks, standards, guidance, and best practices that promote consistency, transparency, compliance, accountability, and operational excellence.
• Provide executive oversight for strategic functions supporting Procurement Services, including procurement policy, research and innovation, customer experience, workforce development, vendor responsibility, procurement technology, procurement analytics, contract administration fee management, portfolio management, and other enterprise strategic initiatives.
• Champion innovation through the application of emerging technologies, digital transformation, market intelligence, data analytics, business process improvement, and modern public procurement practices to improve organizational performance and service delivery.
• Establish organizational performance measures, governance processes, and performance management frameworks to evaluate outcomes, monitor key performance indicators, identify opportunities for improvement, and support evidence-based executive decision-making.
• Build and maintain collaborative relationships with executive leadership, customer agencies, oversight entities, vendors, professional organizations, and strategic partners to strengthen stakeholder confidence and advance statewide procurement objectives.
• Provide executive leadership for organizational development, workforce strategy, knowledge management, succession planning, and change management initiatives that cultivate a high-performing, innovative, and customer-focused procurement organization.
• Foster a culture of integrity, accountability, innovation, collaboration, continuous improvement, and service excellence while ensuring Procurement Services operates in accordance with applicable laws, regulations, policies, and nationally recognized public procurement standards.
• Represent Procurement Services before executive leadership, governmental organizations, legislative and oversight entities, industry groups, professional associations, and other external stakeholders on matters relating to procurement strategy, modernization, innovation, and organizational excellence.
• Lead executive initiatives and other strategic priorities as assigned by the Chief Procurement Officer in support of the mission, vision, and long-term strategic objectives of Procurement Services.
Minimum Qualifications Twelve years of experience in procurement administration and operations, three of which must be at a managerial level.
Substitutions: Candidates will be awarded with equitable experience, noted below, for possessing a related degree as follows:
Associate – 2 years’ experience
Bachelor – 4 years’ experience
Master – 5 years’ experience
Juris Doctorate (J.D.) – 6 years’ experience
Doctor of Philosophy (PhD) – 7 years’ experience
