Job Specifics
Duties Description This position will serve a critical role in the administration and oversight of Program Integrity’s (PI) data analytics initiative to identify and investigate retailer and recipient trafficking of Supplemental Nutrition Assistance Program (SNAP) benefits. This includes the Disqualified Retailer Referral (DRR) project which uses information referred to PI by USDA FNA and subsequently identifies individuals who are then referred to the districts for further investigation and disqualification, if warranted. This position will also provide assistance fulfilling the requirements of the Lottery Intercept Match (LIM) and will assist in the administration, oversight and testing of application redesign.
This position is responsible for, but not limited to, the following:
• Coordinate and collate disqualified SNAP retailer referral information using SharePoint database;
• Access Specialized Fraud and Abuse Reporting System (SFARS) and EBT Edge Admin Terminal to identify
• suspicious redemption transactions/patterns that may indicate trafficking;
• Forward retailer and recipient report information to local social services district Fraud Directors and complete any necessary follow-up
• Work with district staff to develop any Federal, State and Program Integrity reports required;
• Conduct various analyses on SNAP transaction data to detect trafficking patterns and refer as appropriate;
• Assist in the review of Lottery Intercept Match (LIM) appeal requests and work with local social services district
• staff to determine if appropriate Temporary Assistance payments have been itemized and recovered;
• Answer questions and follow up with district staff and other state staff to ensure the LIM continues to run correctly and efficiently;
• Serve as the back-up for all client questions, complaints, and appeals related to the LIM;
• Assist in the designing of test plans and conduct testing on various software enhancements and redesigns for LIM;
• Travel to counties for meetings and/or deliver training presentations, as necessary;
• Assist in training central office and regional office staff as necessary; and
• Assist the PI team with various other initiatives as needed.
Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE QUALIFICATIONS:
For Trainee 1 level, four years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.
*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
For Trainee 2 Level, five years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.
*Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience.
For Full Level, six years of experience conducting comprehensive audits of the management, program, and fiscal affairs of social services programs and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with federal and state statutes, regulations, and billing protocols.
*Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Additional Comments A full-time, permanent/contingent appointment will be made. This position requires travel at less than 30%.If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Workday hours are 8:00am-4:00pm and the agency offers flex time.
