Duties Description Position Overview
The Senior Manager, Procurement, is a key leadership position responsible for developing, implementing, and overseeing a centralized procurement function that supports the effective and efficient operation of the Olympic Authority. The primary objective of this position is to ensure the acquisition of goods, services, and construction across all Olympic Authority venues and departments is conducted in a timely, cost-effective, transparent, and compliant manner while supporting operational needs and organizational objectives.
Reporting to the Director of Finance, the Senior Manager, Procurement, is responsible for the administration and continuous improvement of the Olympic Authority Procurement Guidelines, procurement procedures, and sourcing strategies. This position serves as the organization-wide resource for procurement guidance, ensuring management and staff understand applicable requirements, competitive procurement processes, approval requirements, documentation standards, and best practices.
The Senior Manager, Procurement, will establish a coordinated procurement approach across the Olympic Authority by partnering with venue leadership, department managers, Finance, Legal, and other stakeholders to improve purchasing efficiency, increase organizational purchasing leverage, strengthen vendor relationships, and identify opportunities for cost savings.
This position oversees procurement strategy, supplier management, contract sourcing activities, procurement analytics, and compliance monitoring. The position requires regular travel to Olympic Authority venues to provide support, training, and oversight to ensure procurement activities are conducted in accordance with applicable laws, regulations, policies, and procedures.
Duties and Responsibilities
The Senior Manager, Procurement, is responsible for implementing procurement guidelines established by the Olympic Authority Board of Directors and developing a best-practice procurement framework that supports operational excellence. Responsibilities include, but are not limited to:
• Lead the implementation, administration, and continuous improvement of the Olympic Authority Procurement Guidelines and related procedures.
• Serve as the primary procurement resource for all venues and departments by providing guidance, training, and support related to purchasing requirements, competitive solicitation processes, contract requirements, and procurement timelines.
• Review procurement needs and recommend the appropriate procurement method, including competitive solicitation, existing contracts, cooperative purchasing opportunities, or allowable non-competitive procurement methods.
• Ensure all purchases, solicitations, vendor selections, and contract awards comply with applicable New York State laws, regulations, Authority policies, and required approval processes.
• Ensure procurement records are complete, accurate, and properly documented, including justification, approvals, solicitation records, evaluation documentation, and contract information.
• Oversee compliance with MWBE and SDVOB requirements where applicable, including participation goals, reporting requirements, and coordination with applicable state programs.
• Collaborate with Finance, Legal, and operational leadership to develop and implement procurement strategies that improve efficiency, reduce costs, mitigate risk, and support organizational objectives.
• Develop sourcing strategies that leverage organizational purchasing volume, evaluate market conditions, identify qualified suppliers, and maximize value.
• Manage and support the development of Request for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bid (IFBs), and other procurement techniques.
• Coordinate vendor evaluation processes and support negotiations to achieve favorable pricing, service levels, contract terms, and risk management outcomes.
• Establish and maintain strong vendor relationships while ensuring vendor performance aligns with organizational expectations.
• Assist departments with procurement planning, including forecasting future needs, identifying purchasing opportunities, and aligning procurement activities with budget objectives.
• Partner with Finance and department leadership to analyze spending trends, identify savings opportunities, and promote responsible fiscal management.
• Develop procurement reporting and analytics to monitor purchasing activity, vendor performance, compliance, cycle times, and cost-saving opportunities.
• Prepare and submit required annual procurement reporting, including uploads to the New York State PARIS reporting system.
• Develop procurement training materials and provide ongoing education to management and staff regarding purchasing guidelines, procedures, and best practices.
• Promote a culture of accountability, transparency, and continuous improvement in procurement practices across the organization.
Minimum Qualifications Skills and Qualifications:
• Bachelor’s degree in Business Administration, Finance, Supply Chain Management, or related field. Equivalent relevant experience may be considered.
• Five or more years of progressive experience in procurement, purchasing, contract administration, sourcing, or supply chain management.
• Experience developing and managing procurement processes within a public sector, governmental, authority, or regulated environment preferred.
• Strong knowledge and experience with New York State procurement requirements, including public procurement practices and the NYS OGS Centralized Contract System.
• Experience reviewing, and negotiating contracts, vendor agreements, and purchasing terms.
• Demonstrated ability to develop procurement strategies, evaluate suppliers, and achieve cost efficiencies.
• Strong analytical skills with the ability to collect, analyze, and utilize data to support decision-making.
• Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and related business applications.
• Excellent written, verbal, and interpersonal communication skills with the ability to collaborate effectively with all levels of an organization.
• Strong organizational skills with the ability to manage multiple priorities, deadlines, and complex projects.
• Strong problem-solving and decision-making skills with the ability to balance compliance requirements with operational needs.

Additional Comments Salary Range and Benefits:
The salary range for this position is $86,449 to $129,674. The hiring range for this specific position is $86,449 - $95,094 per year. Final offer will be within the hiring range and will be dependent on qualifications and experience.
