Duties Description Under the general direction of the?Director of the Construction Management Bureau, and in conjunction with the local Thruway Division Engineer(s), directs, supervises, and administers the Construction Management Program?in the New York Division. Administers a construction contract program which includes both Authority and federally-aided programs; monitors, rates, and reviews the civil engineering work of professional-level engineers including Engineers-in-Charge and Consultant Resident Engineers; monitors progress of contracts; conducts and/or supervises field inspections; insures that provisions of contracts are met; represents the Authority as Liaison Engineer with Federal, State and local officials; coordinates Federal and?Authority contact provisions; reviews plans, details and specifications and estimates prepared for construction contract proposals including those to be reimbursed or partially reimbursed by Federal funds; may serve as Expert Witness in court actions related to construction contracts; establishes and maintains mutual understanding between Division management, Headquarters management, consultants, contractors, and other governmental units regarding the construction program.
Direct and oversee the Construction Management Program for the New York Division, ensuring effective administration of construction contracts and program objectives.
· Supervise, evaluate, and provide guidance to Authority engineers, Consultant Resident Engineers, and construction management staff.
· Review and monitor construction contracts, schedules, progress reports, inspections, payments, change orders, and contractor submissions to ensure compliance with contract requirements.
· Provide professional engineering expertise and recommendations regarding construction contract administration, project issues, disputed work, and contract acceptance.
· Coordinate and participate in project meetings, final inspections, and construction-related activities with contractors, consultants, and agency representatives.
· Serve as the Authority’s liaison on construction projects involving federal, state, local, and other external agencies.
· Review engineering plans, specifications, estimates, consultant proposals, and construction methodologies to support project delivery and quality assurance.
· Analyze and resolve construction and field engineering issues, including inspection practices and project execution challenges.
· Assist in developing construction standards, specifications, cost estimates, and budget-related information for highway and bridge projects.
· Provide technical support on legal and contractual matters and may serve as an expert witness in construction-related proceedings.
· Administer contract management and federal reimbursement processes, ensuring compliance with Authority policies, procedures, and regulatory requirements.
· Manage personnel functions including recruitment, performance management, training, and labor agreement compliance.
· Communicate program and project status to management, including construction progress, operational impacts, and potential traffic disruptions.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 27 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
Additional Comments This is a CSEA position. ADDITIONAL PAY INFORMATION: The salary range for this position includes all applicable annual components of pay which are: Base Pay: $122,876 hiring rate up to $143,226 job rate Location Pay: $3400 for Downstate Recruitment & Retention Pay: $7,000 ELIGIBILITY FOR EMPLOYMENT: All potential candidates for this position must be legally eligible to work in the United States at the time of appointment and throughout your employment with the New York State Thruway Authority.
