Duties Description The Health Care Surveyor 2 (Nrs), assigned to the Office of Health Insurance Programs (OHIP) in the Division of Health Plan Contracting and Oversight, will support the Bureau of Managed Long-Term Care. Key responsibilities include: Perform quality assurance and clinical case file reviews of managed long term care plans and providers to assess compliance with applicable regulations, contractual requirements, and standards of care; Conduct on-site and desk surveys of managed long term care plans and providers, evaluating adherence to Medicaid program requirements, care delivery standards, and patient safety protocols; Prepare detailed written reports of compliance reviews and assessments, documenting findings, deficiencies, and recommendations for corrective action; Review and analyze enrollee case records to identify trends, discrepancies, or areas of concern related to care quality and service delivery; Collaborate with survey team members and program staff to coordinate survey activities, share findings, and support follow-up on identified compliance issues; Interpret and apply healthcare regulations, policies, and regulatory guidance to inform survey determinations and compliance assessments.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2 (Nursing), SG20 and able to meet the minimum qualifications for non-competitive appointment as seen below.
Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and one year of post-licensure, specialized professional administrative or professional clinical experience.
Preferred Qualifications: Experience in Medicaid and/or Medicare or managed care program compliance and surveillance and case reviews.

This position is part of the NYS HELPS program. No examination is required.
Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T ($83,174-$94,121) plus an additional Geographic Pay Differential of $20,000.
