Job Specifics

Duties Description The incumbent will assist in providing statewide fee-for-service Medicaid long term care policy guidance to develop, interpret and implement Medicaid policies. The incumbent will be responsible for administrative activities and related reviews in support of the Division, including drafting policies and correspondence on a variety of long-term care programmatic and policy issues, responding to routine calls from consumers, local departments of social services, providers and other stakeholders, and assisting with program monitoring activities. The incumbent may perform administrative functions such as voucher processing, compliance reviews, program reviews, responding to external inquiries, drafting documents in support of policy implementation, drafting reports, and routine review and analysis of Medicaid program data.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Medicaid Redesign Analyst1, SG-18; OR current NYS employee with one year or more of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 of the NYS Civil Service Law to Medicaid Redesign Analyst 1, SG-18.

Non-Competitive Candidates via NY HELPS Program
Medicaid Redesign Analyst:
Six years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 2:
Five years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 1:
Four years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of healthcare services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications: Experience working in Medicaid and Medicare. Experience working at or with local departments of social services. Experience working with large data sets such as that in a Medicaid Management Information system. Strong written and communication skills including handling phone and email inquiries and complaints from the public. Candidates should have adaptability and adjust to changing priorities, deadlines, or unexpected challenges as well as problem-solving skills to think quickly and creatively to resolve issues under pressure.
