Job Specifics

Duties Description Within the Office of Health Insurance Programs (OHIP) in the Division of Health Plan Contracting and Oversight, the Health System Specialist 1 will support the Bureau of Consumer Services. This position is part of a team of complaint staff responsible for responding to complaints from health care providers and Medicaid enrollees regarding their Medicaid managed care plan enrollment in relation to the HR1 changes. Key responsibilities include: Intake complaint calls from health care providers and Medicaid enrollees regarding Medicaid managed care plan enrollment issues, ensuring accurate and complete documentation of each complaint; Monitor the Bureau of Consumer Services email box, complaint tracking systems and databases to ensure timely processing and follow-up on all received complaints; Investigate complaints received by gathering relevant information, reviewing enrollment records, and coordinating with managed care plans to determine appropriate resolution; Communicate with enrollees, providers, and managed care plan representatives to gather information, provide status updates, and facilitate complaint resolution; Maintain accurate records and documentation of all complaint activities, outcomes, and follow-up actions in accordance with program standards; Special Projects and other related duties as assigned.

Minimum Qualifications Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.

Non-Competitive via NY HELPS:
Health Systems Specialist 1: Six years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.

Health Systems Specialist Trainee 2: Five years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.

Health Systems Specialist Trainee 1: Four years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.

Substitution:
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications: The preferred candidate will have robust knowledge of the New York State Medicaid system, program benefits, and relationships with relevant stakeholders.
