Job Specifics
Duties Description The Business Systems Analyst will support the planning, coordination, and execution of projects and strategic initiatives across the agency. Working closely with project managers, business units, and technical teams, the analyst will help ensure projects are delivered efficiently and aligned with organizational priorities.
Responsibilities include, but are not limited to:
• Assist project managers with project initiation, planning, scheduling, tracking, and reporting activities.
• Gather, document, and validate business requirements through stakeholder interviews, workshops, and meetings.
• Analyze business processes and recommend opportunities for operational improvement, automation, and increased efficiency.
• Develop and maintain project documentation including business requirements, status reports, meeting materials, action item trackers, and process maps.
• Support project portfolio governance activities by preparing reports, dashboards, presentations, and executive briefing materials.
• Conduct research and analysis to support decision making, project prioritization, and strategic planning efforts.
• Assist in testing, implementation, training, and change management activities associated with new systems, processes, and business initiatives.
• Develop metrics and reporting tools to monitor project performance and business outcomes.
Minimum Qualifications For appointment via NY HELPS:
• To Business Systems Analyst Trainee 1: Four years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
• To Business Systems Analyst 1: Six years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
*An associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience.
For competitive appointment:
• List appointment: Reachable on current Civil Service eligible list for this title.
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades. Eligible titles for transfer into Business Systems Analyst Trainee 1 include, but are not limited to: Human Resources Specialist Trainee 1, Program Aide. Eligible titles for transfer into Business Systems Analyst 1 include, but are not limited to: Administrative Specialist 1, Contract Management Specialist 1.
o Applicants who are eligible for appointment via transfer may need to meet additional special requirements to be eligible for consideration.
• Reinstatement: Candidates who have previously held the Business Systems Analyst 1/Trainee 1/2 title, or a transferable title, may be eligible for consideration for reinstatement.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
