Job Specifics

Duties Description The MITS 2 will serve as the Assistant Director of Enterprise Architecture within the Chief Technology Office (CTO) of the Division of Operations and Systems, Office of Health Insurance Programs (OHIP). Operating within a very large IRM organization, the incumbent plans, directs, and coordinates activities across multiple IRM technical specialties for a portfolio of mission-critical Medicaid enterprise systems. Key responsibilities include:

Define and maintain a multi-year technology roadmap and target-state architecture aligned with the Medicaid Enterprise Systems (MES) vision and federal CMS guidance. Translate program objectives into actionable architectural strategies supporting interoperability across MMIS, MDW, MECM, and NYSOH systems; Develop procedures, standards, and internal controls for the enterprise architecture specialty area. Establish and oversee an Architecture Review Board (ARB) ensuring design compliance with security, HIPAA, data policies, and technical standards. Develop, interpret, review, and communicate IRM policies, procedures, and standards; Direct the activities of two or more subordinate supervisory positions across multiple IRM technical specialties. Perform the full range of supervisory duties. Develop training guidelines for IRM technical staff; as liaison with vendors; monitor vendor compliance with contracts; resolve problems as needed. Represent the Bureau in cross-agency and federal partner discussions involving system design and interoperability; Prepare the budget for the enterprise architecture specialty area. Evaluate ROI/TCO for major technology investments. Write progress reports describing project status including technical, fiscal, and staffing issues; Make recommendations on hardware and software acquisitions. Keep abreast of new technologies and innovations for use in planning and staff development. Evaluate emerging trends including GenAI, cloud-native automation, and healthcare interoperability standards.

Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Manager Information Technology Services 2, G-29 OR NYS employee with one year of permanent or contingent-permanent service in a title at or above a grade 27 and eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Experience managing Medicaid or health and human services information systems (MMIS, eligibility systems, data warehouses).
Demonstrated experience directing multiple IT technical specialty areas (application development, infrastructure, data, security) simultaneously.
Knowledge of CMS Medicaid Enterprise Systems (MES) guidance, Medicaid Information Technology Architecture (MITA), and federal certification requirements.
