Job Specifics
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 3, Grade 25, vacancy in the New York City Field Office. The incumbent will serve as a Deputy Director in Licensing Bureau, assisting in the management and direct supervision a team performing a variety of activities related to certification and licensing reviews for implementation and oversight of the regulations and licensing of New York’s public mental health system.
Specific duties include, but are not limited to, the following:
• Supervise and coordinate a team consisting of staff assigned and involved in the review of certification visits to new programs and recertification and unannounced visits within their assigned geographic area. Ensure staff reports are completed concisely and correctly and that all reports are submitted to the Central Office Bureau of Inspection and Certification.
o Communicate regulatory and certification expectations and the role of recovery and customer focus in all aspects of Field Office activities.
o Provide leadership in maintaining close working relationships with staff from Central Office, Field Office, state and local regulated programs, and other state agencies to ensure effective and efficient completion of work assignments; facilitate outcome-oriented team meetings; and schedule and develop plans of action.
o Report status updates of licensing and certification issues in the region to the Licensing Director and make recommendations.
• Plan and supervise the workload of assigned staff to ensure programs in the New York City region are recertified as scheduled prior to the expiration of their operating certificate. Responsible for monitoring the recertification schedule to determine staff progress in meeting deadlines and office goals. Schedule follow up and deploy staff as appropriate to review an Agency’s Plan of Corrective Action.
o Identify licensing policy issues and trends resulting from Field Office licensing activities and advise the Field Office Director and staff from the Bureau of Inspection and Certification regarding these issues.
o Supervise staff in the implementation of various licensing protocols ;
o Provide oversight in the implementation of sanctions for licensed programs when appropriate.
• Act as lead role in the Field Office by providing technical assistance to licensing team members over licensed programs.
• Complete assigned special projects as appropriate and supervise subordinate staff in special projects ensuring all applicable laws, rules and regulations are followed and assignments are completed timely.
• Perform the full range of supervisory responsibilities. Plan and assign work, and evaluate performance. Regularly monitor performance and provide regular feedback concerning work activities.
• Serves to assist the Licensing Director in their absence.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as an Mental Health Program Specialist 3, Grade 25, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
