Job Specifics
Duties Description The Information Technology Specialist 3 position will be located within the Office of Health Insurance Programs, specifically within the Division of Operations and Systems, New York State of Health Operations Unit. The incumbents will be responsible for executing or supporting technical and operational activities essential to the daily functions of New York State of Health (NYSOH), including Electronic Data Interchange (EDI) processes. They will be responsible for the day-to-day management of contractor performance under the contract and may supervise a small group of contractor staff to assist in accomplishing these goals. The incumbents will interact with contractor staff to ensure the delivery of systems software and application operations is consistent with the expectations of the contract.
Duties include:
Supervise and/or perform systems analysis and design for the NYSOH eligibility and enrollment platform, including State, Federal, and external partner interface specifications.
Lead technical impact analyses of change requests and system modifications to ensure alignment with Software Development Life Cycle (SDLC) standards and system architecture.
Oversee application testing activities, including test plan development, defect resolution, and regression testing.
Provide technical direction to contract development staff on systems analysis, programming, and implementation.
Conduct post-implementation reviews and problem resolution for system releases.
Develop and maintain interface documentation and operational procedures.
Provide technical expertise in the planning, design, and implementation of new and improved information systems supporting NYSOH operations.
Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Experience in systems analysis, design, and application development or maintenance. Experience with system interface specifications
