Job Specifics

Duties Description The Supervisor Administrative Analysis will be responsible for the overall administration of human resources auditing and analysis for time and attendance, telecommuting, compensation, leave management, and organizational planning and development. The role will involve developing relevant strategies and ensuring compliance with application, Laws, Rules, and Regulations.

Key Responsibilities:
• Oversee agency telecommuting program to ensure compliance with agency policy.
• Ensure protocols regarding telecommuting agreements, eligibility determinations, and documentation standards is followed based on agency policy and guidance.
• Conduct periodic audits of telecommuting arrangements to ensure operational needs, performance expectations, and supervisory oversight requirements are met.
• Advise executive leadership on telecommuting risk mitigation, policy updates, and program effectiveness.
• Assist in the analysis of agency organizational structure and position management.
• Oversee preparation, review and analysis of business documents.
• Ensure position duties align with approved title specifications and salary grades.
• Advise leadership on organizational design, reporting structures, and span-of-control considerations.
• Ensure consistent interpretation and application of state and federal leave laws and collective bargaining agreements.
• Provide strategic HR guidance to executive leadership on staffing and establish and maintain internal policies, procedures, and quality assurance controls for transaction processing.
• Supervise department managers and professional staff responsible for staffing transactions for the agency.
• Administer the development and review of training documents for human resource officers.
• Supervise, mentor, and evaluate subordinate professional staff.

Minimum Qualifications COMPETITIVE QUALIFICATIONS: You must be reachable on the current eligible list or eligible for transfer.

OR

70.1 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

OR

52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
