Job Specifics

Duties Description Under the general direction of the OPMC Assistant Director, Investigative Specialist-3 (IS3) functions as the Program Director responsible for management of the 8,000-10,000+ complaints received annually by the Central Intake Unit located in the Office of Professional Medical Conduct (OPMC) Central Office. The IS3 will use their investigative training and expertise to advance the process appropriately. Job duties may include, but are not limited to, the following:
1. Managing subordinate clinical investigative and administrative staff in the administration and technical supervision of a major program unit.

2. Directing daily management and oversight of complaint processing, supervising the assignment of complaints for processing, investigative review and determination, ensuring compliance with governing laws, regulations and policies, and ensuring implementation of the Professional Medical Conduct Manual of Investigative Operations and the Central Intake Unit policies and procedures.

3. Ensuring timely and accurate progress of all complaints using effective investigative strategies, engaging appropriate professional resources such as legal or clinical reviews, and ensuring appropriate referrals to outside stakeholders.

4. Evaluating staff performance, case productivity, and utilization of staff resources. Ensuring the Statewide Investigations Information Management System is utilized throughout the process accurately portraying all processes and timelines for each case with associate documentation, including the documentation of all investigative activity, interviews, phone conversations, and findings in writing. Implementing appropriate training to maintain high performance levels with assigned staff. Ensuring program goals and productivity standards are met.

5. Reviewing all investigative determinations made on complaints for accuracy and completeness, with recommendations for improvements as appropriate.

6. Preparing correspondence to complainant and licensees of determination of complaints or responding to determination appeals, as appropriate.

7. Performing and overseeing the Central Intake quality assurance program in coordination with the Case Information Administration Unit and implementing activity improvement strategies where applicable.

8. Liaising between program and the OPMC call center, as well as responding to telephone calls and/or written communication from the public concerning questions related to Public Health Law section 230 and State Education Law section 6530.

9. Maintaining and updating the Central Intake Unit policies and procedures.

10. Responding to escalated written correspondence received via Executive Correspondence or other means of correspondence.

11. Participating in the development and implementation of programmatic and unit training.

12. Additional duties as assigned by OPMC Executive Management.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive status as an Investigative Specialist 2 (Professional Conduct), G23 and eligible for transfer via Section 70.1 of the Civil Service Law.

Preferred Qualifications:
• Strong computer skills, including experience using databases and conducting research
• Demonstrated ability to interpret written communications
• Strong supervisory and management skills
• Excellent written and oral communication skills, and ability to interpret written communication from the public and others
• Good customer service skills and interpersonal skills"
