Job Specifics

Duties Description Within the Division of Youth Development and Partnerships for Success (YDAPS), in the Bureau of Youth Justice Services, the incumbent will:

Certify, monitor, and supervise Close to Home non-secure and limited secure programs; Prepare compliance reports, field visit memos and letters, county/voluntary agency correspondence and other reports and written material as necessary or requested on a timely basis, assuring all identified issues and concerns area appropriately communicated;

Provide support and technical assistance to program leads completing annual toolkits / Voluntary Agency Reviews to improve outcomes for youth placed in LDSS custody. Support program leads in monitoring and oversight of NYC-based preventive programs. Follow-up on county, agency, facility, and/or program issues and concerns assuring appropriate and timely resolution;

Perform the following tasks as needed: Timely certification and re-certification of Close to Home facilities; follow up on compliance at assigned facilities with Corrective Action Plans and areas of concern identified due to child abuse and neglect investigations; monitor and track critical incidents;

Provide technical assistance by reviewing Close to Home (CTH) program proposals; clarifying/interpreting laws, regulations and policies regarding CTH; obtaining and interpreting statistical reports and information as necessary or requested; providing guidance regarding sound childcare practices and procedures providing resource information; making appropriate recommendations regarding CTH program operation as necessary;

Provide input and expertise in the development and/or review of CTH-related policies, procedures, legislation, regulations, operating standards, etc.

Perform other administrative consultant tasks as requested, e.g., meetings at local level and inter/intra-agency. Provide office coverage, back up and assistance to staff as necessary and/or requested.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
