Job Specifics
Duties Description CFSPM 1 is a new position within the newly created Research and Policy Unit, within the Bureau of Operational Support Services, within the Division of Child Care Services. The L/R Policy Unit will support regulatory staff by drafting responses to DCCS policy related questions/inquiries which promotes consistency of practice. This team will identify relevant trends that develop within the child care infrastructure and identify changes needed to current practice across field operations and professional development. The policy team will assist with drafting relevant portions of the CCDF Plan and ensure the L/R operations meet and maintain compliance with federal rules.
The CFSPM 1 will supervise one Children and Family Services Specialist 2 position and four Children and Family Services Specialist 1’s.
Duties may include but are not limited to:
• Provide supervision to CFSS 2 and CFSS 1s
• Draft relevant portions of the CCDF Plan to ensure licensed/registered operations meet and maintain compliance with federal rules.
• Develop regulation, policy and guidance that directs the operations of child care programs and child care regulatory staff
• Review legislative proposals to assess impact on child care
• Draft applicable regulation packages for submission to Executive Chamber
• Draft responses to media inquiries, and child care related inquiries from the public
• Update/revise child care paper applications, forms, LEP requests, and written resources
• Provide technical assistance to the regional office licensing staff, the child care provider community, and the public at large
• Assist in training related activities
• Represent the Division at various meetings, workgroups, and conferences
Additional duties will be discussed during the interview.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Core operating hours for office-based positions within the agency are 8-5. Exact shift within that timeframe will be discussed at the time of the interview.
Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
