Job Specifics

Duties Description Working in the Bureau, the incumbent's primary responsibilities include analyzing healthcare providers’ practice compliance with NYS prescribing laws by analyzing the Prescription Monitoring Program (PMP) data and using the results of practitioners’ PMP search rates for assessing current practice, identifying high-risk providers for non-compliance for targeting education, and evaluating intervention efforts to improve use of PMP data to support decision-making and ultimately increase safe prescribing practices. The incumbent will also assist, as needed, in other surveillance strategies and other related duties as assigned. Specific duties will include developing and implementing statistical procedures to measure data; developing and/or executing programs to work with datasets which involve patient level data, prescriber, and demographic data; preparation and extracting PMP data for analysis; analyze data and interpret results; work with external data sets to review data related to social determinants of health; developing reports describing data, methods, and results; developing presentation materials; conducting written and oral presentations; providing assistance on questions related to analysis of data; and participating in Bureau project planning meetings and data dissemination activities.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive services as a Program Research Specialist 2 (Health Systems Analyst), SG23 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law.

Provisional Promotion Candidates: One year of permanent service as a Program Research Specialist 1 (Health Systems Analyst), SG18.

Non-Competitive Candidates Via NY HELPS: A bachelor's degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis or healthcare delivery systems, State and federal surveillance systems, health regulatory or policy analysis, or clinical outcomes.

J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.

*For purpose of these examinations professional research experience cannot be part of your degree requirements. You must clearly demonstrate how you meet the supplemental coursework and degree requirements for this position.

Preferred Qualifications: Master’s degree in public health or related field and two years of experience in public health research and surveillance. Proficiency in data collection, analyses, database and statistical software, interpretation, development, and dissemination of data for varied audiences, and provision of surveillance and evaluation technical assistance. Background and experience with analyzing various public health data sources for emerging health conditions and developing data products for distribution. Intermediate or advanced proficiency using SAS including proficient use of SAS BASE, SQL, GRAPH, STAT, ODS, and MACRO. Advanced proficiency in Microsoft Office. Excellent oral and written communication skills. Ability to work independently and collaboratively in groups.

Additional Comments Permanent, full time. New employees will work on site, in the office for up to 90 days after their initial start date before applying to telecommute up to 50% during the 2-week pay period. Free parking.
