Job Specifics
Duties Description Summary:
Reporting to the Director of Human Resources, the Associate Director of Training directs and oversees the Training Unit and its assigned functions. The incumbent owns enterprise learning, which includes but is not limited to strategically advancing the training unit, overseeing the agency-wide training and development program, fostering future-ready skill development across the enterprise, and bolstering supervisory and managerial development.
Duties include, but are not limited to:
Oversee the Implementation of Strategic Planning for the Training Unit:
• Execute agencywide training needs assessments at least every two (2) years
• Analyze results and present to management with comprehensive proposals, including recommendations for delivering needs-based training initiatives to address stakeholder learning and training requests which increase staff capabilities and skills and fulfill the strategic goals of the organization
• Evaluate the level of agency participation in specific training courses; propose and implement changes to agency training, ensuring effective use of time, materials and resources
Oversee the implementation of annual training plans:
• Ensure that mandatory training required by external stakeholders (e.g., OER, COELIG, EEOC) is implemented as required, or as determined by agency or Bureau recommendations
• Collaborate with other units within HR and division leadership to ensure program managers support agency training goals and compliance
• Design tracking and reporting methods and ensure appropriate record-keeping; oversee production of statistics and various reports
• Participate in various workgroups, provide input and feedback on presentations and training
• As appropriate, coordinate training activities with others (intra and inter-agency)
Oversee the development and implementation of agency- and Division-specific training curricula:
• Meet with the key stakeholders, including but not limited to the Executive Team, Division leadership, management, and function-specific focus groups to determine training currently available vs. training needed to develop core knowledge, skills, and abilities for distinct functions, and to achieve the agency’s mission and goals
• Oversee staff and workgroups and aid in the development of presentations, courses, and job aids to address specific skills development
• Develop surveys and analyses to evaluate success of training plan(s), recommend and/or make adjustments or revisions as appropriate
• Work collaboratively with the Bureau of Human Resources Management (BHRM) and Diversity and Inclusion Management staff to develop an effective employee engagement strategy that includes various events, programs, and educational activities to support an inclusive and positive organizational culture
Oversee the daily operations of the Training Unit:
• Supervise staff; perform the full range of supervisory duties including the full life cycle of performance management, ensuring staff are reaching their highest professional potential
• Make recommendations and provide justification for annual training budget; oversee management of purchases
• Oversee interactions with, and performance of, outside vendors contracted to provide specific training (e.g., software); collaborate with the Bureau of Budget and Finance to ensure adherence to agency policies and procedures when purchasing and/or procuring training solutions as well as the Bureau of Operations Management
• Present training courses in a variety of forums, including fully live, fully virtual, and hybrid models, on a regular basis to continuously engage agency staff
• Travel to Regional Offices regularly to provide onsite delivery of training
• Serve as a back-up in the absence of designated trainers
• Oversee live learning events and meetings
Minimum Qualifications Current NYS employee and reachable on the current eligible list
OR
Current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 23 and eligible to transfer to an Associate Director Training 1 under Section 52.6 or Section 70.1 of the Civil Service Law.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

• Demonstrated supervisory/leadership experience supervising small – medium sized teams
• Demonstrated experience managing multiple priorities/projects to successful conclusion
• Excellent organizational skills
• Excellent written and verbal communication skills
• Strong interpersonal skills and competencies in teamwork, analysis, and critical thinking
• Demonstrated experience serving as a trainer in a training or instructional setting

Telecommuting: While OMIG does participate in the state-wide telecommuting program, opportunities for telecommuting may be limited in this role due to operational needs as determined by the duties above.
Travel: This position may require up to 50% travel, including locations in Western and Central New York, as well as the downstate/metro regions.
