Job Specifics

Duties Description
Typical duties may include, but are not limited to the following:

• Act as an intermediary between Motor Vehicle Inspectors/Motor Carrier Investigators and Department attorneys, as well as the Office of Proceedings, in relation to Notices of Violations (NOVs) issued to motor carriers and operators of oversize/overweight vehicles.
• Analyze, create and implement procedures and processes to support the Department’s goals of motor carrier safety including, but not limited to, the prosecution, resolution and adjudication of NOVs.
• Oversee and assist Enforcement Unit staff serving as the first point of contact for commercial motor carriers who have received NOVs.
• Handle inquiries regarding the administrative process for NOVs, including possible resolution and proposed settlements.

• Negotiate, draft, and review settlement recommendations when appropriate.
• Investigate carriers and analyze internal and external records and databases to create a comprehensive history of carrier compliance.
• Review and analyze case files for accuracy and completeness using professional judgement to supplement as needed.
• Coordinate with Motor Carrier Investigators and Motor Vehicle Inspectors in preparing and developing evidence to assist Department attorneys at administrative hearings.
• Oversee and track verification of carrier corrective actions and compliance with post-hearing order conditions.
• Provide quality assurance and quality control of Enforcement Unit work product, including creation and review of reports.
• Oversee and assist in the competitive procurement of a collection agency for unpaid civil penalties associated with NOVs, as well as any associated vehicle suspension reinstatements.
• Work with database and document handling systems to update case status, rulings and orders through final resolution/disposition.
• Assist prosecuting attorney by organizing exhibits, preparing witnesses, and providing hearing support.
• Serve as a representative/coordinator for the Enforcement Unit on inter-office teams and projects that may arise, including but not limited to information technology changes and improvements.
• Participate in other duties related to the Department’s mission and operational needs, as required.



Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
