Job Specifics

Duties Description The Office of Financial Administration is responsible for overall agency fiscal management and administering the procurement process. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.

The Contract Management Specialist 2 duties in Office of Financial Administration (OFA) will include but are not limited to the following:
- Supervise and train up to two contract staff.
- Manage all aspects of the contractual process, including requests for proposals, invitation for bids, request for quotes, single and sole source procurements, and contract assignments.
- Manage contract development from the solicitation through evaluations, pre-awards the drafting of resultant contracts, and the monitoring and enforcing of contractual terms.
- Coordinate all procurement activities within the Department, including working with Program staff in understanding and documenting requirements for assigned procurements and consulting with
Counsel’s Office on draft solicitations and contracts.
- Work with staff in the Office of the Attorney General to secure contract approval for contract approval and the Office of State Comptroller for CRER’s and contract approvals.
- Review procurement materials and other related proposal documents, identify areas of concern, communicate concerns and recommendations to agency staff.
- Coordinate vendor management, such as participating in contract renewal, and vendor meetings pertaining to current or prospective procurements.
- Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies.

Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Contract Management Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Contract Management Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:
One year of permanent competitive service as a Contract Management Specialist 1.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
Note* this is not a 55 b/c eligible title, other than for transfers.

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Contract Management Specialist 1.

PREFERRED EXPERIENCE: Familiarity with NYS Finance Law, NYS Procurement Guidelines, Vendor Responsibility, NYS Comptroller’s EDSS, NYS Contract Reporter Requirements, DOB B1184 experience, SFS experience, Familiarity with MWBE and SDVOB requirements.
