Job Specifics

Duties Description The Temporary Assistance Specialist 4 position will be assigned to the Division of Employment and Income Support Programs (EISP) in the Employment and Advancement Services (EAS) Bureau and will directly report to the EISP Deputy Commissioner.

Duties include, but are not limited to, the following:
• Responsible for the development and implementation of policy governing employment services for individuals receiving temporary assistance, Supplemental Nutrition Assistance Program (SNAP) benefits and Temporary Assistance for Needy Families (TANF) 200% of poverty services, policies, and practices to promote access to work supports;

• Manage staff that provide direct day-to-day assistance to social services districts regarding employment services and work supports policy and program operations to ensure staff are well informed, consistently responsive to district needs, and effectively representing priorities and objectives. Staff oversight must also facilitate district compliance with State and federal requirements, which is judged based on a review of available data, knowledge of local operations, and comprehensive district monitoring;

• Develop State regulations and directives for social services districts on employment services matters including direct oversight of programs operated through allocations to districts such as the Flexible Fund for Family Services, SNAP Employment & Training Allocations, Family Centered Case Management Services(FCCMS), among others. Develop legislative and budget proposals and associated justification, legislative packages, implementation plans and other necessary items to secure approvals. Develop positions on externally proposed legislation and budget items. Develop and/or participate in agency reporting/compliance matters including federal work participation reporting and audit reviews;

• Provide detailed analysis of federal proposals and requirements affecting employment programs for persons receiving temporary assistance or SNAP. Develop associated advocacy plans. Develop and implement action plans necessary to ensure compliance with federal and state policies in a manner most advantageous to New York;

• Oversee the OTDA Jobs Program, which is carried out by out-stationed OTDA staff who provide Job placement services to directly support district efforts to help individuals obtain work to eliminate or reduce the need to rely on; and

• The successful candidate for this position should demonstrate excellent management skills, the ability to use effective project management tools, effective verbal and written communication skills, a high level of professional integrity, the ability to manage multiple priorities and associated deadlines, the ability to create a positive work environment, and the ability to support agency leadership in the vision and goals of the division and agency.

Minimum Qualifications Eligible for a lateral transfer or transfer under 52.6 or 70.1 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Additional Comments A permanent full-time appointment will be made. You must be a current New York State employee to apply for this position. If certified by Civil Service, mandatory reemployment list candidates must be considered first for a permanent competitive appointment to this title. A background check of the selected candidate will be required if an exempt appointment is made. Candidates must be legally authorized to work in the United States.
