Minimum Qualifications Promotion: one year of permanent service in an Affirmative Action, Minority Business, Employment Compliance, Personnel, Labor Relations, or Training position allocated at or above Grade 23.
Open Competitive and Non-Competitive: Bachelor's Degree and four years of experience in equal employment opportunity, human rights, or affirmative action. Qualifying experience includes experience with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, diversity management, minority business development, or similar programs; experience in recruiting, training, and upgrading the educational and job qualifications of protected class members; and personnel administration or labor relations experience directly related to affirmative action. At least one year of this experience must have been at a management or supervisory level. Two additional years of such experience may be substituted for a Bachelor's Degree. A Master's Degree may be substituted for one year of the general experience.
Duties Description The Affirmative Action Administrator 3 (AAA3) is responsible for implementing, evaluating and monitoring affirmative action, diversity management, and equal employment opportunity programs, including requests for reasonable accommodation under the American with Disabilities Act and Human Rights Law, for the Division of Criminal Justice Services (DCJS) and three hosted agencies: Office of Victim Services, Office for the Prevention of Domestic Violence and the State Commission of Correction. In this role, the AAA3 is responsible for a variety of activities in three major program areas: Affirmative Action, which consists of special recruitment efforts for protected class members (minorities, women, persons with disabilities and Vietnam-era veterans) and other activities to increase representation and remove barriers that limit the professional development of protected class members; Equal Employment Opportunity, which consists of activities to ensure an agency’s compliance with federal and State equal employment laws and guidelines with regard to personnel practices, policies and procedures; and Diversity Management, which consists of activities to promote an inclusive, respectful and equitable work environment by assessing organizational culture and barriers to diversity and planning and implementing initiatives to create positive organizational changes conducive to diversity. In performing these duties, the incumbent will develop and revise policies, procedures, and guidelines as necessary. The AAA3 will investigate and resolve discrimination complaints ensuring that complainants are informed of their rights and options available to pursue such complaints. At times, the incumbent may have to participate in legal proceedings against the agency by giving depositions, writing affidavits, serving as a witness, and performing related tasks. The AAA3 is also responsible for maintaining a Language Access Plan per Executive Order 26.
The incumbent will work collaboratively with Human Resources Management in the administration of the agency's recruitment/interview process, examination planning, and training and career opportunity programs. The AAA3 will represent the agency at various meetings, conferences and hearings as directed.
