Job Specifics
Duties Description Under the direction of the Assistant Director Information Technology Services 1, Grade 664, the Manager Information Technology Services 2 (MITS2), SG-29, will serve as the WebNY Director. The MITS2 will be the senior leader responsible for strategy, delivery, and ongoing operations of enterprise website product offerings from ITS to state agency clients. This position sets product vision and roadmap, ensures alignment with statewide IT strategy, and is accountable for service performance and customer satisfaction.
Specific duties shall include but are not limited to:
Product and Delivery Management
•Develop and maintain roadmaps for website products (including turnkey and custom offerings) in alignment with statewide digital and infrastructure strategies.
•Define and manage product tiers, SLAs, and product catalog; oversee intake, prioritization, and delivery of agency projects (new sites, migrations, enhancements) and ensure standardized processes, templates, and design across platforms.
•Own product budgets and licensing, including cloud hosting and related tools; make data-informed decisions on investments, retirements, and modernization (e.g., platform upgrades, security improvements, and capacity planning).
Technical and Operational Oversight
•Provide executive oversight for secure and resilient hosting environments, ensuring high availability, disaster recovery, backup, incident response, and vulnerability management in coordination with enterprise infrastructure and security teams.
•Establish and enforce technical standards for web platforms (e.g. CMS configuration, deployment pipelines, coding and configuration practices), ensuring environments support scalable multi-tenant and separate-instance solutions with appropriate customization controls.
•Design and iterate public facing website component features in alignment with NYS website design patterns and the NYS Design System collaborating with OGS Digital Service and the ITS Human-Centered Design teams.
•Sponsor and govern continuous improvement in performance monitoring, accessibility and quality assurance (including automated and manual testing), and release/change management for all supported platforms and services.
•Collaborate with policy, communications, and legal offices to interpret new standards, update internal guidance, and communicate requirements to agencies, vendors, and internal teams.
Leadership and Culture
•Lead, mentor, and develop a multidisciplinary staff in establishing clear goals, performance expectations, and professional development plans.
•Build an inclusive, high-performing culture emphasizing Agile delivery and collaboration from a product management mindset.
•Plan and manage staffing levels and skill mix; oversee recruitment, onboarding, coaching, and succession planning, and manage labor relations in accordance with state HR policies and collective bargaining agreements.
Stakeholder and Financial Management
•Serve as primary liaison to ITS Dedicated Teams and agency clients.
•Work with the OGS Digital Service Team to enable agencies to audit and manage their content in accordance with statewide content guidelines – during website creation process and in support of day-to-day editing.
•Lead regular product reviews to gather feedback and align priorities.
•Oversee vendor relationships, contracts, and procurements for hosting, CMS platforms, related tools, and consulting services, ensuring adherence to state procurement and security requirements and achieving the best value for NY State.
•Develop and manage operating and capital budgets for WebNY products; define pricing models, forecast demand, and report on financial and performance metrics to executive leadership.
Minimum Qualifications Eligible for a transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. Please note: Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. Appointment to this position is not final until all agency approvals have been granted.
