Job Specifics

Duties Description This position is responsible for the direct supervision of all forestry staff working out of the Stamford sub-office. In addition, the duties of this position include oversight and delivery of all forestry programs as listed and directed under the Bureaus of Forest Resource Management, Forest Preserve and Conservation, and Invasive Species and Ecosystem Health. This includes oversight of programs such as State Land Management, including timber sales, inventory, and recreation; management of the Forest Preserve; Private Lands Management, including Forest Tax Law, forest management planning, and private landowner assistance; the Urban Forestry Program; and invasive species management and forest health.

The position will also support supervision of all forestry staff located in the Schenectady office as directed.

Additional duties include: maintaining inventory of supplies, equipment, and vehicles; overseeing security of State property; approving purchases and travel by subordinates; reviewing applications for Volunteer Stewardship Agreements and Temporary Revocable Permits for use on State lands, including providing recommendations to the immediate supervisor; assisting Forest Rangers in obtaining factual information and evidence in order to identify, apprehend, and prosecute offenders encroaching on State lands; acting as a representative of the Department at public meetings; and performing additional duties as assigned.

Minimum Qualifications Minimum Qualifications for Provisional Appointment:

Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as a Forester 1.
or

Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Eligible for transfer under Section 70.1: One year of permanent competitive service as an Environmental Program Specialist 2 (Natural Resources).

If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion.

The minimum qualifications for non-competitive promotion are: Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as a Forester 1.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be able to lift and move objects up to 40 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
