Job Specifics

Duties Description The incumbent will serve as the Regional Permit Administrator for Region 8 and will be responsible for overseeing the activities of the Division of Environmental Permits in the Region. More specific duties will include:

•Assessing and evaluating environmental laws, rules and regulations including the State Uniform Procures Act and State Environmental Quality Review Act.

•Collaborating with other State, federal and municipal agencies.

•Coordinating with the Division of Environmental Permits staff in the Albany Central Office.

•Supervising Deputy Regional Permit Administrators, Environmental Analysts and Administrative support staff.

•Assisting in the development of environmental policy, guidance and regulations.

•Supporting the Regional Director and Assistant Regional Director in carrying out Department mission.

•Serving as a project manager for key projects including coordination with multiple internal NYSDEC programs.

•Serving as the Acting Regional Supervisor in the absence of the Regional Director.

Essential Functions:

Ability to use a laptop computer to write e-mails, correspondence, and other written materials (e.g., permit decisions, SEQR documents, etc.).

Minimum Qualifications For Provisional Appointment:

One year of permanent competitive or 55-b/55-c service as an Environmental Analyst 2.

For Permanent Appointment:

Reassignment - Currently in the title and an employee of DEC
Or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or

Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 3.
Or

Eligible for Transfer Under Section 52.6 – Must have current or prior status in a title designated as 52.6 and within two salary grades of the position.

For Non-Competitive Promotion:

If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive or 55-b/55-c service as an Environmental Analyst 2.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be available for emergency response.
Must be able to lift and move objects up to 25 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
