Duties Description
Under the direction of the DEC Deputy Commissioner for Technology, the Project Director will serve as the senior leader responsible for DEC’s enterprise technology transformation and modernization portfolio within the ITS Dedicated Support section of Department of Conservation (DEC). This position provides strategic leadership for major technology initiatives, governance, product strategy, portfolio management, and technology procurement while ensuring investments align with agency priorities and deliver measurable business value. The role oversees planning delivery and governance of enterprise modernization efforts, including the Governor’s 2026 State of the State Smart Access initiative, Public Protection Technology Modernization, and other strategic investments, while serving as a key advisor to executive leadership on technology strategy and decision-making.

Duties include, but are not limited to, the following:
• Lead the overall DEC Technology Transformation and Modernization Program.
• Oversee implementation of the Governor’s 2026 State of the State Smart Access initiative.
• Provide strategic leadership for Public Protection Technology Modernization and other agency-wide initiatives.
• Direct enterprise technology governance, intake prioritization, and portfolio management activities.
• Oversee project managers, business analysts, product managers, procurement team, and vendors.
• Lead strategic planning, technology roadmaps, and modernization initiatives aligned with agency priorities.
• Oversee development of executive dashboards, portfolio reporting, performance metrics, and executive briefings.
• Oversee new product planning, development, and implementation.
• Ensure effective management of project portfolios, risks, issues, dependencies, budgets, and resources.
• Collaborate with DEC executive leadership, divisions, regions, offices, vendors, and external stakeholders to advance strategic initiatives.
• Represent or serve on behalf of the Deputy Commissioner for Technology on strategic initiatives, executive meetings, and technology decision-making.
• Identify opportunities to modernize legacy systems, streamline business processes, improve customer experience, and maximize the value of technology investments.
• Promote enterprise standards, governance, and best practices to ensure successful delivery of technology initiatives and long-term operational sustainability.
• Perform the full range of supervisory responsibilities.

Minimum Qualifications Ten (10) years of experience, including three years at a supervisory level, or one year at a managerial level, in information technology, project/program management, governance, client engagement, business analysis, product delivery, or a related field.

The following degrees may substitute for the general experience as indicated:

Associate degree may substitute for two years of experience,
Bachelor’s degree may substitute for four years of experience,
Master’s degree in related field substitutes for an additional year of experience,
Doctorate in computer science or related field substitutes for an additional two years of experience, beyond a bachelor’s degree

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
