Job Specifics

Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

Two (2) years experience as an SG-18 or higher salary grade in which duties include engineering, facility and maintenance operations, physical plant operations, or other similar duties and responsibilities and must have had direct supervision of at least four (4) or more employees;

Or

Six (6) years experience as an SG-14 or higher salary grade in which duties include engineering, facility and maintenance operations, physical plant operations, or other similar duties and responsibilities and must have had experience supervising six (6) or more employees directly or successfully supervised six (6) or more employees on a long term, large scale project;

Or

Minimally an Associate’s Degree or higher from a regionally accredited college or university in a related field of study and eight (8) years experience in complete charge of operations and facility staff of a large and/or complex facility or physical plant.*

And

Must have and maintain a valid driver’s license to operate a motor vehicle in the State of New York.

Must be able to acquire and maintain a military driver’s license to operate military vehicles and equipment in accordance with NGB standards to include medical evaluation requirements – current and as amended.

* Other combinations of related education, military and work experience may be considered with a minimum combined total of ten (10) years where at least six (6) included comparable supervision.

In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required.

At all times, the employee MUST maintain minimum standards in accordance with current , and as amended, agency, statutory and NGB requirements and directives; failure to do so will subject the individual to disciplinary action, including possible termination.

Duties and Responsibilities:

Working under the general supervision of the Facility Commander, Director or other chain of command, the Maintenance Supervisor 4 is responsible for the management, supervision, coordination and technical direction for maintenance, repair, renovation, new construction and alterations for the entire facility. This includes utility and mechanical systems as well as buildings and grounds. The incumbent provides daily oversight of all operations and maintenance duties and responsibilities at Camp Smith. The Maintenance Supervisor 4 will supervise, coordinate, and provide technical direction to a building maintenance and centralized maintenance control program which may include responsibility for grounds maintenance, automotive maintenance and custodial services. The Maintenance Supervisor 4 must be able to meet the requirements of and perform skilled and semiskilled duties of the maintenance unit. Characteristically, incumbents function with considerable technical independence.

The position performs responsibilities in accordance with National Guard Bureau (NGB) standards specifically requirements of the Master Cooperative Agreement between the NGB and the DMNA, as well as agency and labor agreement duties and responsibilities – current and as amended. The position may report to state and/or federal supervisory personnel. Responsibilities may include but are not limited to the following:

•Work comfortably in a team oriented atmosphere.

•Communicate with supervisors clearly and concisely concerning maintenance projects, improvements to operating procedures, discussions of maintenance and scheduling problems including possible solutions, and provide periodic reports on maintenance activities.

•Oversee work performed by contractors; including monitoring and inspecting their work activities to ensure compliance to contract specifications and plans.

•Manage, supervise, plan and provide technical direction, hands on assistance and instruction to subordinate staff or contractors.

•In coordination with the purchasing unit, participate in the purchasing of goods and services necessary to perform duties.

•Become a proficient user of the Statewide Financial System (SFS) used for all state financial transactions.

•Utilize any and all related computer software for agency operations in an accurate and proficient manner.

•Participate in energy management and consumption; including the recommendation for changes and upgrades for efficient energy utilization.

•Assists in the preparation of the annual budget by recommending budget requirements for the facility's maintenance programs including staffing, materials and equipment needs.

•Regularly provides budget analysis to ensure proper use of funding in accordance with all state and federal procedures, statutes and regulations.

•Supervise, coach and mentor the state workforce assigned to Camp Smith to include participation in personnel matters such as hiring, counseling, discipline and other related matters. Ensure proper implementation of all contractual, procedural and legal personnel requirements.

•Oversees a work order program in accordance with established policies, which includes preventive maintenance, rehabilitation of mechanical and structural systems, grounds maintenance, facility repairs and alterations, other applicable projects and all in-house self-help projects to be completed by the staff or contractors.

•May perform general grounds maintenance tasks such as clearing sites, mowing lawns, cutting bush and wood, trimming and removing trees and shrubs, maintaining roads and sidewalks, snow and ice removal, collection/pick-up of trash and other obstructions from the building and surrounding areas.

•Will be required to perform various maintenance tasks associated with other titles including trade and non-trade skills and abilities.

•Attend meetings at various locations.

•May be required to attend training.

•Overtime may be required.

•Travel may be required.

•Other job related duties as assigned.

Knowledge, Skills and Abilities:

•Working knowledge of personnel and labor policies and procedures; preferably background within New York State public service.

•Working knowledge of appropriate skilled and semiskilled trades such as plumbing and electrical code regulations.

•Working knowledge of applicable fire and safety codes, regulations and standards.

•Working knowledge of the principles of effective supervision.

•Experience working in a union represented environment; preferably knowledge and familiarity with New York State labor agreements.

•General working knowledge of computer software related to various trade specialties.

•Proficiency with Microsoft Office Suite; specifically MS Word and Excel.

•Experience working with databases; preferably related to the management of facilities and maintenance operations.

•Working knowledge of HVAC systems.

•Working knowledge of applicable Federal, State and local facility and building codes, health and safety standards and other applicable rules and regulations.

•Ability to use appropriate tools, machines, equipment and materials in a safe, effective and efficient manner.

•Ability to read and interpret facility and grounds plans, specifications, manuals and blueprints.

•Ability to make standard arithmetic computations to size and locate various details of the work; and to calculate the quantity and cost of materials and labor required to complete a project.

•Ability to work comfortably at heights such as climbing ladders, working on scaffolds, platforms and lifts.

•Ability to push, pull, lift and carry heavy objects and equipment (50+ lbs).

•Ability to work in confined spaces in accordance with requirements.

•Ability to work outside in various temperatures and inclement weather for extended periods of time.

•Ability to follow written and verbal directions, ensure follow through on assignments and seek assistance or report concerns when needed.

•Ability to analyze project needs and communicate same to supervisor and staff as needed.

•Ability to operate a motor vehicle, other motorized equipment and a variety of light mechanized construction equipment.

•Ability to work independently or with other individuals in a project/team setting.

•Ability to perform routine repairs and maintenance on equipment and facility structures.

•Ability to train, coach, mentor and supervise subordinates. Ability to delegate project and work assignments in a clear and concise manner.

•Ability to get along with and interact well with different groups of people, including co-workers, management, both Federal and State personnel and the public utilizing the facility.

•Good verbal communication skills along with an ability to prepare written material in a clear and concise manner.

•Ability to read and write in English.

•Demonstrate reliability and trustworthiness.

Additional Preferred Skills:

•Working knowledge of agency policies, standards, responsibilities and procedures for the operations, administration and maintenance of facilities.

•Familiarity with the Federal/State Master Cooperative Agreement (MCA).

•Experience working with the Statewide Financial System (SFS) and other applicable databases.
