Job Specifics

Duties Description The Bureau of Provider Enrollment (BPE) within the Division of Operations and Systems (DOS) in the Office of Health Insurance Programs (OHIP) is responsible for enrolling, maintaining, and revalidating more than 240,000 Medicaid providers (e.g., over 200,000 individual providers, more than 10,000 businesses, 11,000 practitioner groups, and 10,000 institutional providers). Proper enrollment is critical for providers to get reimbursed for essential care delivered to NYS Medicaid Members and to mitigate fraud, waste, and abuse within the Medicaid program. Core functions of the Bureau include all enrollment-related transactions, training and quality assurance, provider relationship management, program integrity, answering audits, and executing required data reporting. The Bureau partners with many different programs within OHIP, including but not limited to NYRx, dental, health access, maternal & child health, laboratory, and durable medical equipment policy teams. In addtion BPE is the lead Bureau to Centers for Medicare and Medicaid Services (CMS) enrollment division, to NYS agencies including but not limited to Office for Alcohol and Substance Abuse Services (OASAS), Office of Mental Health (OMH), and Office for People with Developmental Disabilities (OPWDD). BPE also works together with the Office of the Medicaid Inspector General (OMIG) on fraud, waste, and abuse referrals as well as enrollment appeals and sanctions.

In 2025, BPE launched the first ever electronic Provider Services Portal (PSP) for enrollment, replaceing a paper process. In April of 2026, CMS announced an initiative to revalidate all Medicaid providers within a two-year time period. The Bureau has developed a robust revalidation plan to accomplish the requirement.

The Health Program Administrator 2 (HPA2) within BPE will perform the following duties:

- Developing and refining policies, procedures, and operational guidance to support provider enrollment activities, ensuring consistency with evolving Medicaid requirements and bureau priorities.

- Working collaboratively with internal program areas, systems teams, and external partners to address cross-functional challenges and support implementation of policy and process improvements.

- Maintaining advanced knowledge of Medicaid policy, provider enrollment operations, regulatory frameworks, and program integrity considerations, as well as leading complex, high-impact initiatives.

- Representing the bureau as a stakeholder for cross-departmental and cross-agency projects and assisting with or leading project implementation.

- Reviewing and advancing updates to provider enrollment regulations and related guidance, and communicating changes to a range of stakeholders.

- Testifying on behalf of the Department as a subject matter expert in provider enrollment-related legal proceedings.

- Providing direct supervision and oversight of professional staff.

- Overseeing the work of staff and team leads, helping to set priorities, providing direction, and supporting ongoing staff development and performance.

- Leading special projects, including initiatives related to the processes, policy development, and regulatory updates.

- Maintaining advanced knowledge of Medicaid policy, provider enrollment operations, regulatory frameworks, and program integrity considerations, as well as leading complex, high-impact initiatives.

Minimum Qualifications Reassignment:
Current NYS DOH employee with a permanent or contingent permanent, competitive status as a Health Program Administrator 2, G-25

Transfer:
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G-25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Experience with the New York State Medicaid program.
Experience identifying risk and implementing program integrity controls.
Experience identifying the need for and drafting regulatory updates for diverse stakeholders.
Experience with operational data reporting to a variety of stakeholders.
Excellent written and oral communication skills.
Knowledge of provider enrollment processes.
Supervisory experience preferred.
