Job Specifics
Duties Description Under the general supervision of a Contract Management Specialist 3 (Design & Construction) the Contract Management Specialist 2 (Design & Construction), would evaluate or review the more complicated contracts, Requests for Proposals, Invitation for Bids, and other related financial documents. May supervise Contract Management Specialists 1 in the planning and development of procurement methods and documents. Illustrative duties might include: provide guidance, technical assistance and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met; monitor payment process for assigned contracts.
Contract Management:
Duties will include the following, but not be limited to:
Evaluate and negotiate emergency contract program and construction and consultant contract provisions and requirements (general provisions/conditions).
• Senior line supervisor responsible for OGS D&C compliance with NYS requirements to ensure that contracts are awarded to “most qualified” or “best value” bidders and offers. These requirements are specified in Section 136-a of the NY State Finance Law, Section 163 of the NY State Finance Law, Section 8 of the NY Public Buildings Law, and the State Comptroller’s Guide to Financial Operations document.
• Supervision of insurance reviewers who review insurance certificates to ensure that all vendors comply with NYS and contractual insurance requirements.
• Communication with prime consultants, sub consultants, OGS program staff, and other state agencies regarding procurement processes and insurance requirements, information needs and status updates.
• Preparation and development of procurement records, review checklists, vendor profiles and other documents to record review information, statuses and outcomes.
• Develop and maintain a standardized evaluation program on vendors providing services for Design & Construction, which will encompass a wide variety of contracts.
• Assist in the review of the experience and qualifications of construction contractors and consultant firms.
• Perform other research, analysis, documentation or administrative work as assigned by the senior managers.
• Assist in the development and supervision of the preparation of contract documents for bidding construction projects.
Evaluate, review, process, track and provide fiscal oversight of Construction and Consultant contracts.
• Fielding questions as required from other D&C personnel, OGS Legal Services, OGS Finance, the NYS Office of the Attorney General, the NYS Office of the State Comptroller, other state agencies, vendors and the public.
• Oversight of work assignment process for consultant and specific construction contracts, including tracking contract capacity, ensuring work assignments are appropriate and assisting with closing out of contracts.
• Analyzing and reporting on construction project costs to Division Directors and project managers. Tracking and forecasting of project costs for internal use and client review.
• Independently review more complex Request for Proposals (RFPs), Invitation for Bids (IFBs) and other related financial documents
Technical assistance with Consultant Contracts
• Leading and facilitating selection meetings, and participating on selection boards.
• Supervision of team of procurement staff who perform various duties to support RFP/RFQ development, the selection process, financial review, contract development, and review of include sub consultants.
• Assist with planning and execution of procurements for construction related services including: professional architectural, engineering, land surveying, construction management and hazardous/construction material testing services.
• Perform other research, analysis, documentation or administrative work as assigned by the senior managers.
Review / Process Contract Payments
• Assist with planning and execution of procurements for construction related services.
• Independently review more complex Request for Proposals (RFPs), Invitation for Bids (IFBs) and other related financial documents.
• Write detailed scopes of services and negotiate fees associated with work order assignments to consultant engineering and architectural firms.
Contract Administration
• Communication with prime consultants, sub consultants, OGS program staff, and other state agencies regarding procurement processes and insurance requirements, information needs and status updates.
• Prepare responses to questions raised by control agencies, in-house staff, consultant management firms and contractors as it relates to procurement and execution of design and construction contracts.
Supervision
• Supervise Contract Management Specialist 1 and paraprofessional staff.
Operational Needs:
• Travel is required (approximately 10%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
Notes:
The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Specific to OGS Design and Construction (D&C), the timing of telecommuting eligibility varies based upon the D&C Division’s needs, the role of the position, and employee performance. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
