Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3 (Data Communications, Data Base, Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations) or Mapping Technologist 3.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 21 or higher. In addition, candidates eligible to transfer must have:
I. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND one year of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing OR;
II. A bachelor’s or higher level degree in any field AND two years of experience in computer related areas as described above OR;
III. A minimum of 60 college semester credit hours with 15 semester credit hours in computer science AND 3 years of experience in computer related areas as described above OR;
IV. Four years of experience in computer related areas as described above.
Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking an applicant for the position of Information Technology Specialist 3. ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will work as a member of the application development group and be responsible for the analysis and development of new Information Technology (IT) solutions to support the business needs of NYSED. Duties of this position will include, but are not limited to, the following:
• Provide general support and oversight for the TEACH system, as well as other IT initiatives;
• Develop, test and maintain enterprise web applications using Java J2EE;
• Collaborate with program office staff to understand their business requirements;
• Revise systems to accommodate changes to laws, regulations, policies, and NYSED’s technology infrastructure;
• Review business practices and make recommendations for system enhancements that result in improved quality and efficiency;
• Ensure systems developed meet security standards and conform to security best practices;
• Supervise and mentor Information Technology staff;
• Develop and execute comprehensive system test plans and make corrective actions, as needed;
• Assure systems and procedures are appropriately documented, meet Department standards, and follow generally accepted IT practices; and
• Exhibit knowledge and practical experience with JAVA, JSP/Servlets, Struts and Spring frameworks, Oracle databases, PL/SQL, SQL, and LDAP and associate protocols.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment.
