Job Specifics

Minimum Qualifications EITHER: 1) Reachable on the Civil Service eligible list (if you are on the eligible list for this title you will automatically be canvassed for this position if your score is reachable for potential employment); OR 2) Eligible for reassignment by virtue of having permanent competitive service as an Office Assistant 3 (Calculations); OR 3) eligible for transfer under the provisions of Section 70.1, 52.6 or 70.4 of the Civil Service Law.

Duties Description Reporting directly to the G-23 Associate Accountant, the incumbent will be responsible for the prioritization and assignment of requisitions based on nature, anticipated dollar volume and complexity of purchase, preparations of bid specifications for non-routine, large dollar volume purchases or for those purchases of a more complex nature, assist and guide NYSTRS staff through the procurement process including: specification development;
product and vendor research; bid evaluation, assist with development and modification of NYSTRS procurement policies and procedures.
Preferred Skills
Ideal candidate would possess demonstrable purchasing experience including, but not limited to, knowledge of applicable NYS purchasing rules, regulations and laws, requisition based purchasing, bid evaluations and product and vendor research.
Additional preferred skills:
Ability to work with NYSTRS staff at all levels as well as the general public;
Customer service focused;
Excellent oral and written communication skills;
Good analytical skills and a desire to learn;
Demonstrated organizational skills and ability to prioritize;
Ability to work both independently and with the team; and
Excellent computer skills, including ability to use Microsoft Office products and PeopleSoft Financials.
