Job Specifics
Minimum Qualifications Candidate must have one year of permanent or contingent permanent service as an Investigator, SG-14, OR in a title eligible for transfer under Section 70.1 of the Civil Service Law, OR be reachable on the current Civil Service eligible list for Investigator.
Duties Description An Investigator for the New York State Lottery conducts investigations into customer complaints and allegations of retailer misconduct, inspects retailer locations for compliance with Lottery regulations, and collects interview statements, Lottery computer records, and other evidence relevant to investigations. Reporting to a Senior Investigator, the Investigator’s duties will include, but are not limited to, the following:
• Assists local, state, and federal law enforcement with investigations and may have to testify at Grand Jury proceedings and/or trials, as well as in Administrative Hearings.
• Makes field visits when investigating compliance and complaint issues.
• Conducts interviews, interrogations, undercover operations, and beta testing.
• Investigates and prepares detailed investigation reports on retailer compliance issues.
• Determines if the Lottery transactions were properly processed and if the customer has been paid the proper amount.
• Reviews the rules for the applicable Lottery games, promotions, raffles, and coupons and also reviews Lottery policies regarding ticket generations, ticket spikes, validations, cancellations, book activations, and payout requirements.
• Conducts field investigations at licensed retailer locations and determines whether the square footage criteria applies for Quick Draw qualification, and decides if Quick Draw requirements have been satisfied.
• Assembles all interviews and other evidence into case file, types up investigation report, evaluates investigation and discusses recommendation with superior.
• Inspects public and private documents in order to extract pertinent information or verify the identity of the person in question.
• Takes statements from individuals so as to give a full and accurate description of the facts needed in support of the investigation.
Additional Comments Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.
