Job Specifics

Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for current NYSED employees, candidates must have one year of permanent competitive service as a Supervising Accountant OR be a current NYS employee eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law.

Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant, Associate Accountant (State Accounts and Systems), Associate Auditor or Associate Medical Facilities Auditor.

Section 52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive or 55b/c service in a 52.6 title SG-23 or above eligible for transfer AND candidates must possess a bachelor’s degree AND 24 semester credit hours in accounting and/or auditing.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Supervising Accountant in the Administrative Support Group. The incumbent of this position will develop, review, analyze and report on financial and accounting records and supervise fiscal monitoring of grants. Duties of this position include, but are not limited to, the following:

• Oversee the Special Education operating budget for administrative and discretionary funds;
• Review and approve school district grant applications;
• Serve as the primary fiscal liaison with the U.S. Office of Special Education Programs (OSEP);
• Supervise the fiscal monitoring of Individuals with Disabilities Education Act (IDEA) grants to districts to ensure compliance with Uniform Grants Guidance;
• Review Office of Education Policy Requests for Proposals and grant applications;
• Review Office of Education Policy Expenditure Plans for discretionary funds; and
• Oversee the Office of Education Policy Internal Control and Certification process.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent position. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.

*Leads to a maximum salary of $94,834 based on annual performance advances.
