Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment to Training Specialist 1 or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Training Specialist 1 OR one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §52.6 of the Civil Service Law.

For permanent appointment to Training Specialist Trainee 1, candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under §52.6 of the Civil Service Law OR be reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list. Transfer candidates to Training Specialist Trainee 1 and appointees from the PATT or PCO lists must serve a two-year traineeship that leads to the Grade 18 salary level.

§70.4 Transfer
A candidate may be eligible for nomination for §70.4 transfer to Training Specialist 1 if they are currently a New York State employee AND have one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have a standing on the PCO eligible list.

A candidate may be eligible for nomination for §70.4 transfer to Training Specialist Trainee 1 if they are a current New York State employee AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have a standing on the PCO eligible list.

Employees of ACCES-VR who are currently in a Training Specialist 1 position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.

Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking applicants to fill a Training Specialist 1 position in the Albany Central Office. Major responsibilities of this position include, but are not limited to, the following:

• Identify training needs for staff to assist with the development of training plans and curriculums;
• Participate in workgroups;
• Provide training to staff to improve on-the-job knowledge, skills, and abilities of personnel;
• Provide outreach to community rehabilitation providers, rehabilitation agencies, not-for-profit organizations, businesses, stakeholders, and state agencies to collect information on training and events;
• Compile information to obtain NYSED’s approval to send staff to training;
• Communicate future trainings and educational opportunities to staff;
• Review and evaluate trainings to ensure the materials are in compliance with the Workforce Innovation and Opportunity Act and ACCES-VR’s State plan and policies;
• Coordinate and provide training logistics and technical assistance to staff, interagency partners, and businesses who are providing annual statewide trainings to our staff;
• Collaborate with the State University of New York at Buffalo’s Vocational Rehabilitation/Training, Education, and Development (VR/TED) to provide trainings, setups, facilitation, and technical assistance;
• Provide and lead the Resource Development Reimbursement Program to VR staff; and
• Attend, coordinate and participate in the Training Assistance Group meetings and activities.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. State-wide travel will be required. The salary listed above applies to candidates appointed to Training Specialist 1, SG-18. The hiring rate for candidates appointed to Training Specialist Trainee 1 starts at $39,720, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Training Specialist 1 upon successful completion a two-year traineeship.
