Job Specifics
Minimum Qualifications Applicants should possess strong analytical, and writing skills, demonstrate an attention to detail, possess good interpersonal skills, and have the ability to work well both independently and as part of a team. An interest in special education finance policy is required.
Duties Description An intern is sought in the Education Unit to assist in research and data analysis to inform future special education as well as other educational program proposals. Analyzing policy, legislation, fiscal and/or programmatic elements of educational programs in New York is a central focus of the Education Unit.
The intern will assist with analytical and research projects related to programs, such as: preschool special education, school nutrition, school age special education, special act school districts, and non-public schools. One specific project for the intern involves analyzing the outcomes of the rate-setting process that involves private special education providers. Further, in the more than $1 billion Preschool Special Education program, the intern will improve an expenditures/claims data analysis spreadsheet tool to estimate spending growth in various key preschool special education service categories across regions of the State, in order to better project spending and utilization.
The intern will also research how other states deliver and finance special education and other education programs for students in pre-Kindergarten through 12th grade level, and between ages 3-21. Additional projects may be undertaken in other education programs in the Section's and Unit's purview, as time permits.
During the term of this summer position, the intern will draft briefing materials to summarize key findings and results of these projects. These findings will inform the development of budget recommendations to be included in the 2017-18 Executive Budget.
