Job Specifics
Minimum Qualifications Applicants should possess analytical and problem solving skills; strong written and oral communication skills; and the ability to work independently and within a group.
Duties Description Like most employers, the State is facing increased workforce challenges, including:
• A growing skills gap, as experienced managers retire;
• The increasing reliance on technology in the workplace; and
• A civil service system that must adapt to evolving skills needs.
This year’s State budget provides $500,000 to modernize and re-imagine HR policies for targeted agencies. Processes included in this project could include; computer based testing, enhanced training and title modifications, all designed to attract, select, develop and retain high quality employees.
The intern will service as a Division of Budget liaison with the Department of Civil Service and targeted agencies. Tasks may include:
• Review HR policies and structures to identify potential opportunities or obstacles to reform;
• Research best practices in employee recognition, certification, development, retention and recruitment;
• Analyze Civil Service titles to identify candidates for consolidation;
• Research alternatives to the existing Civil Service testing model, including computer based and/or online testing; and
• Participate in workgroup meetings to review reform proposals for potential inclusion in future State budgets.
The internship will provide an excellent opportunity to develop relationships throughout New York State government, explore workforce best-practices and conduct independent analysis.
