Transfer Eligible for Environmental Engineer (Salary Grade 15) - One year of permanent competitive service at Salary Grade 13 or higher and either:
Transfer eligible under 70.1 - Permanent Competitive service as a Jr. Engineer (must have appropriate education and experience). Or
Transfer eligible under 70.4 - Meet the open competitive minimum qualifications (see below)
Open competitive minimum qualifications for Environmental Engineer (Salary Grade 15) (provided for 55-b/55-c candidates and 70.4 transfer eligibles):
You must have a bachelor's or higher level degree in civil engineering
Transfer Eligible for Environmental Engineer 1 Civil (Salary Grade 20) - One year of permanent competitive service at Salary Grade 18 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
OR
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Engineer 1 Civil, Assistant Sanitary Engineer or Environmental Engineer 1 (must have appropriate education and experience).
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): A bachelor's or higher-level degree in civil engineering or civil engineering technology, granted in an engineering curriculum which is accredited by the Accreditation Board of Engineering and Technology as a first or second professional degree in engineering or engineering technology, or a degree registered by the New York State Education Department for professional licensing in engineering.
AND
An Engineer-in-Training Certificate resulting from successfully passing Part A of the professional engineer's licensing examination. You must submit a photocopy of your certificate with your examination application.
AND
One year of experience in professional civil engineering.
If appointed to the Environmental Engineer (Grade 15) position, upon successful completion of one year of state service and passing the Fundamentals of Engineering (FE) examination which is Part A of the Professional Engineering Licensure examination, you will be advanced to the Grade 20 level of the engineering series without further testing. Retention in this this position will be contingent upon obtaining Part A within the first year of employment.

Duties Description Perform engineering work of moderate difficulty on projects to improve public access to DEC Facilities. You would plan, conduct surveys, design, inspect, and prepare contract documents and estimates for, and supervise the construction and maintenance of environmental educational and recreational facilities including requisite water and wastewater treatment, bridges, drainage structures, dams, boat launches, buildings, wildlife facilities, roads and trails. You would review plans and estimates prepared by consulting engineers.
Specific tasks include:
Statewide field investigation and ability to independently obtain all information required to complete project designs including, surveying, testing, structural and safety analysis.
Analysis and design in areas relating to structural, mechanical, hydraulic, water supply, sanitary, soils, and highway engineering, with extensive use of ACAD and engineering software.
Preparation of design reports and technical documents to obtain regulatory approval.
Cost analysis and preparation of project estimates and schedules.
Preparation of contract documents for public bidding, bid review and award recommendation.
Provide construction assistance, submittal review and interpretation of plans & specifications.
Must be capable of providing clear, understandable, verbal and written direction to office and field staff.
Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Travel overtime and overnight travel may be required. Must be able to lift and move objects up to 40 pounds.
