Minimum Qualifications MINIMUM QUALIFICATIONS: Qualified candidates must have one year of permanent, non-competitive or 55b/c service as an Investigative Specialist 4 (Professional Conduct) OR have two years of permanent non-competitive or 55b/c service as an Investigative Specialist 2 (Professional Conduct) OR have nine years of experience, of which three years must be at the supervisory level, in conducting field investigations, investigations of medical misconduct preliminary to civil litigation or criminal prosecution, which must include:
? conducting interviews of witnesses and others;
? testifying at administrative or criminal proceedings; and
? preparing detailed written reports of investigative findings.
SUBSTITUTION: An associate’s degree in criminal justice or related field may substitute for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include: law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.
Duties Description The New York State Education Department’s (NYSED) Office of the Professions is seeking applicants for an Investigative Specialist 4 (Professional Conduct) position in the Office of Professional Discipline (OPD). Under the general direction of the Director, Division of Investigation, the Investigative Specialist 4 (Professional Conduct) will supervise and coordinate the investigative program for the Division of Investigation. Duties of this position include, but are not limited to, the following:
• Supervise Investigative staff in the Manhattan OPD;
• Meet and consult with Investigative Specialist 1’s to determine priorities of investigations, allocation of staff, and the use of investigative techniques to be used in investigations;
• Direct training of investigative staff;
• Participate in the selection of new staff;
• Conduct unusually large or complex investigations;
• Review cases to ensure compliance with Division and Department policies;
• Act as a liaison with federal, state, and local agencies; and
• Participate in outreach programs.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, non-competitive appointment. Filling of this position is contingent upon Division of Budget approval.
*Salary leads to $102,838 based on annual performance advances.
** Plus $3,026 annual downstate location adjustment.
