Minimum Qualifications You must be a qualified employee of the New York State Office for People with Developmental Disabilities and have had three months of permanent competitive or 55-b/55-c service as a Developmental Disabilities Program Specialist 1 or Developmental Disabilities Program Specialist 1 (Spanish Language).
Transfer Qualifications: Any current DDPS 2 . Any permanent employee eligible for a 70.1 transfer.
Promotional Opportunities: Anyone currently reachable on the Civil Service List.

Duties Description The Region 3 DDSO FCC is responsible for the day-to-day operational fiscal and regulatory management of a current 38 home 66 person capacity program spread throughout the six county district at Sunmount DDSOO and 43 homes 68 persons capacity program spread out between 9 county district at Capital DDSOO. Duties include significant travel, serving as an administrator on duty, conducting investigations, participation in OMRDD statewide Family Care Coordinator initiatives and supervising program staff.
Specific responsibilities include:
•Ensuring compliance with written policies and procedures relative to Family Care Home Certification.
•Ensuring that all providers are informed and trained regarding Family Care rules, regulations and policies.
•Ensuring that the Family Care Home Liaison home visits the Family Care on a monthly basis, visits
•Ensuring a quarterly nursing visit to the Family Care home.
•Ensuring the timely recertification of all existing Family Care homes and provide recertification packet to certification staff.
•Ensuring that the Family Care Advisory Council meets on at least a quarterly basis, and that minutes are recorded, and distributed, in a timely manner,
•Ensuring that a current record is maintained on each Family Care provider.
•Entering or ensuring the entering of Family Care providers? certification, and recertification data into the Tracking and Billing System (TABS).
•Conducting and or ensuring the investigation of all incidents, and/or allegations of abuse, and neglect consistent with 14 NYCRR Part 624 Reportable Incidents, Serious Reportable Incidents and Abuse.
•Monitoring, and approving all payments made to providers, or investigating inquiries regarding late and missing checks.
•Working with the DDSO Business Office to ensure that payments for home modifications, provider, and other reimbursements are made in a timely manner.
•Ensuring that each prospective Family Care provider receives thirty hours of training prior to issuance of the operating certificate.
•Monitoring, and approving respite services, trial visits, sitter services and therapeutic leave.
•Ensuring that the Residential Habilitation Plan contains appropriate content, with a focus on the positive aspects of the individual, as well as, identifying specific behavioral, and/or medical needs, and concerns. Ensuring that the goals, objectives, outcomes, and preferences of the individual as outlined in the Residential Habilitation Plan are being carried out.
•Serving as liaison, and/or monitoring, with the DDSO Quality Management regarding temporary suspension of operating certificates, home closure, application denial, and hearings.
•Confirming or ensuring that Medicaid Service Coordinators selected outside the OMRDD system have basic understanding of the Family Care Program.
•Ensuring that Family Care Home Liaisons have been trained and have knowledge of the administration and program requirements of the Family Care Program.
•Planning annual recognition activities for Family Care providers at a place convenient for providers.
•Conducting Validation Surveys as requested by Central Office.
•Monitoring /overseeing and provide technical support to Agency Sponsored Family Care Programs.
