Minimum Qualifications Minimum Qualification for Provisional or Non-Competitive Appointments:
Bachelor's or higher-level degree with 30 semester credit hours in the biological sciences which must include 18 semester credit hours in fish or aquatic courses such as fishery resource management, fish diseases, aquaculture, ichthyology, aquatic ecology, fishery ecology, fishery science, or fish population dynamics.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - listed below;
or
Eligible for transfer under Section 70.1: Permanent competitive service as a Biologist 1 Aquatic, Biologist 1 Ecology, Biologist 1 Marine or Biologist 1 Wildlife.
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): bachelor's or higher-level degree including or supplemented by 30 semester credit hours in the biological sciences. These 30 semester credit hours must include 18 specialized semester credit hours in fish or aquatic courses such as fishery resource management, limnology, fish diseases, aquaculture, ichthyology, aquatic ecology, fishery science, or fish population dynamics.

Duties Description Implement the I FISH NY urban fishing program:
Design and implement fishing programs and events for target audiences, track and evaluate program progress and implement changes as necessary;
Implement fishing outreach and train-the-trainer programs; Create and teach fishing curriculum in schools;
Participate in development of fishery outreach materials;
Work with other local fishing outreach groups to share information and assist with programming.
Implement freshwater fishery surveys at lakes & ponds throughout the five boroughs of NYC:
Trailer boat to survey locations; maintain boat & trailer; operate electrofishing boat and other survey equipment in accordance with DEC safety protocol;
Work in and around water including from a boat and walking in streams; Conduct fish population, fish habitat investigations and angler creel surveys; Summarize and statistically analyze data from fishery surveys and creel surveys; Read, evaluate and/or write complex technical/scientific documents;
Present at workshops, administrative hearings and public meetings;
Communicate with constituents concerning fisheries management goals and objectives; Review and analyze project proposals which are likely to alter fish habitat;
Conduct fish kill investigations as necessary.
Participate on DEC inter-regional fishery committees as necessary.
