Minimum Qualifications
One year of permanent competitive as a Senior Attorney or one year of permanent competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
And
Admission to the New York State Bar and current registration to practice law in New York State is required for continued employment. Disbarment or loss of registration shall result in termination or suspension of employment.

Duties Description
The candidate will represent OCFS in family court proceedings involving youth in OCFS custody including, among others, extensions of placement and in administrative proceedings involving youth in OCFS custody including, among others, emergency transfers;

The candidate will assist with or be personally responsible for the representation of OCFS in judicial and administrative proceedings by, among other things, providing legal support to the Attorney General’s Office in conducting defensive litigation; reviewing cases, coordinating investigations, conferring with program officials, preparing and presenting arguments, litigation strategy, findings, orders or decisions, and evaluating and negotiating settlements;

The candidate will be expected to be able to prepare concise written legal memoranda and briefs related to litigation involving OCFS officials and employees; to analyze and summarize cases and information pertinent to constitutional provisions, statutes, rules, regulations, policies and opinions; and to conduct legal research of statutes, decisions, opinions and other legal sources;

The candidate will be expected to be able to conduct hearings and administrative proceedings by, among other things, preparing opening statements and summations, arguing motions, examining witnesses, consulting with parties to the proceeding, examining evidence, preparing briefs, negotiating settlement, and interpreting pertinent laws, rules, regulations, procedures, and policies. Additional duties may be discussed at the interview.
