Minimum Qualifications MINIMUM QUALIFICATIONS:
Section 52.6 Transfer: One year of permanent competitive service or 55b/c service in a title allocated to M-4 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional appointment: Candidates must have a master’s degree or higher and seven years of experience in the management and/or oversight of education programs. Three years of the seven years must have been in a position responsible for the management and/or oversight of postsecondary education related issues and two of the seven years must have been in a management capacity involving policy development and decision making. A doctorate in an education related field may be substituted for two years of the general experience.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Coordinator of Education Programs position in the Office of Program and Policy Development for Teachers and Leaders. Reporting to the Deputy Commissioner of Higher Education, the incumbent will oversee the certification of teachers and will work directly with program deans, faculty members, certification officers, and edTPA coordinators to provide ongoing support and guidance in the implementation of the new teacher and leader certification requirements. Duties of the position will include, but are not limited to, the following:
• Oversee and direct the teacher policy development and teacher support and development units which include the Professional Standards and Practices Board, and the teacher/leader certification policy changes;
• Oversee and direct the Office of Teaching Initiatives, including a budget of over $6.5 million and the certification of over 200,000 teachers annually;
• Oversee the development of draft regulations pertaining to program and certification requirements;
• Collaborate with other Department teams in ongoing decisions regarding policy direction for teacher/leader program requirements, school counselor program requirements and improved professional development;
• Provide guidance, coordination and implementation of policy related to potential new teacher/leader certification and make recommendations to the Deputy Commissioner, Commissioner and Board of Regents on policy issues;
• Guide and support stakeholder groups charged with formulating new or revised policy recommendations and identify opportunities to sustain those programs;
• Evaluate the effectiveness of current policies related to teacher support and development and determine whether Department objectives and goals are being achieved;
• Develop new methods to guide and support professional development of teacher/leader programs;
• Direct the work of staff with regard to certification assessment, faculty development and higher education data profiles;
• Work with other Department program offices to support various certification development work;
• Direct the development of Requests for Proposals (RFPs) for the teaching programs (Teachers of Tomorrow, Teacher Opportunity Corp, Teacher and Leader Quality Partnerships and Mentor Teacher Internship); and
• Develop written reports and oral presentations to provide guidance on complex technical material or issues.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to maximum salary of $138,328 based on annual performance advances.
