Minimum Qualifications Appointment method:
List Appointment: Candidates must be reachable on the Civil Service eligible list for Information Technology Specialist 2 (Programming) (#20-789).
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.
Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Duties Description The Department of Financial Services (DFS) is seeking candidates for the position of Information Technology Specialist 2 (Programming) in its Information Technology Unit. The incumbent of this position will develop, test, analyze and maintain new software programs and applications in support of DFS initiatives. Duties of this position will include, but may not be limited to, the following:

• Collaborate with developers, programmers and designers in conceptualizing and developing new software programs and applications.
• Analyze and assess existing business systems and procedures.
• Assist in the definition, development and documentation of software business requirements, objectives, deliverables and specifications on a project-by-project basis in collaboration with internal users and business units.
• Assist in defining software development project plans, including scoping, scheduling and implementation.
• Research, identify, analyze and fulfill requirements of all internal and external program users.
• Conduct research on emerging application development software products, languages and standards in support of procurement and development efforts.
• Liaise with vendors for efficient implementation of new software products or systems and for resolution of any adaptation issues.
• Liaise with network administrators, systems analysts and software engineers to assist in resolving problems with software products or DFS software systems.
• Write, translate and code software programs and applications according to specifications.
• Write programming scripts to enhance functionality and/or performance of DFS applications as necessary.
• Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement and general debugging.
• Administer critical analysis of test results and deliver solutions to problem areas.
• Generate statistics and write reports on the status of the programming process.
• Develop and maintain user manuals and guidelines.
• Train end users to operate new or modified programs.
• Install software products for end users as required.
• Manage and/or provide guidance to junior team members.

Additional Comments Preferred Qualifications:
• Sound knowledge of Java programming, frame works, web services.
• Proficient in Linux and windows environment.
• Experience in Unix/Linux and Shell scripting.
• Sound knowledge of application servers like Tomcat, JBoss, etc.
• Very Strong database development experience using Oracle 11g/12c.
• Expert in SQL & PL/SQL modules such as packages, procedures, functions and other database objects.
• Sound knowledge of Oracle Application Express.
• Expert in Performance Tuning of application code at the database level.
• Good Knowledge of DBA skills using Oracle 11g/12c.
• Good Knowledge of Oracle Multiple RAC Nodes Implementation
• Good Knowledge of Data Modeling Concepts using Relational / Object Models and techniques.
• Excellent oral and written communication skills.
