Job Specifics
Minimum Qualifications One year of permanent competitive service as a Secretary 2 or one year of permanent competitive service in an office assistant, clerical, secretarial or keyboarding title allocated to Grade 13 or higher eligible for transfer under Section 70.1 of the Civil Service Law. Transfer candidates may be required to demonstrate keyboarding proficiency by passing the keyboarding performance test.
Duties Description The Division of Administrative Rules (DAR) supports New York State’s rulemaking process by publishing the weekly New York State Register and the bi-monthly New York Codes, Rules and Regulations (NYCRR); in addition to providing vital publication services to the Department of State. The Secretary 2 will provide a range of administrative support services to the Publications Manager as well as to the Division as a whole, covering nearly every aspect of office operations which include but are not limited to:
Answering phones; monitoring supplies, photocopier and color printer; ordering supplies; and preparing reports.
Serving as an office manager by ensuring that correspondence and reports are accurate and timely and that adequate telephone coverage is maintained on a daily basis; maintaining office files to ensure that a complete, up-to-date record of material is on-hand as needed; performing the duties associated with the position of equipment manager and liaison with the Bureau of Administrative Support Services (BASS), as needed, to maintain inventory information and assisting in replacing/ordering equipment.
Maintaining up-to-date mailing lists for the New York State Register; and monitoring cashiering function, including all revenues received for subscriptions, NYCRR searches and others as may be identified by the Publications Manager.
Acting as records management liaison for the office including evaluating and monitoring filing procedures and making recommendations to the Publications Manager regarding appropriate retention periods.
Assisting in publication procurement including logging in new “print and duplications requests” (PDR) on and excel spreadsheet; assigning job numbers; tracking print jobs and informing Publications Manager of the status of these jobs; amending DOS forms (must be proficient in Word); sending posting requests to IT through the website; requesting quotes from vendors as needed and following through with Fiscal Management.
