Minimum Qualifications MINIMUM QUALIFICATIONS:
Provisional Appointment:
A bachelor’s degree and four years of professional administrative experience in the field of developmental disabilities, two of the four years must have included responsibility for policy development and analysis, and/or standards development.
Note: Master’s degree in Human Services, Public Health, or Public Administration may substitute for one year of professional administrative experience. A doctoral degree in Human Services, Public Health, or Public Administration may substitute for one additional year of professional administrative experience.

Currently there is no centralized list(s) for OPWDD for this title at this location.
Transfer Qualifications:
Candidate must be eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.
To be eligible to:
• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 21 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
Note: Under Civil Service Law, an employee cannot have two (2) consecutive upward Section 70.1 or 52.6 transfers without an intervening list appointment. Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
This position is in the Waiver Unit within the Division of Person Centered Supports and Services at OPWDD. The incumbent will be responsible for the coordination and support for the unit’s emerging health care initiatives, both in the development of policy as well as the outreach and communication of the program to stakeholders. Responsibilities will also include assisting with the coordination with sister agencies regarding the design and development of evaluation methods to measure program outcomes and effectiveness.
Responsibilities may include, but are not limited to, the following:
• Identify and analyze policy issues related to people with developmental disabilities, and prepares written recommendations to address these issues; researching applicable laws, rules, regulations, and literature;
• Draft policy papers and other materials necessary to assist upper level staff with policy and standards development.
• Research, develop and draft policies, programs and practices related to developmental disabilities supports and services;
• Design and develop evaluation methods to measure program outcomes and effectiveness; evaluating and writing reports on program outcomes and effectiveness;
• Review established policies and standards to ensure consistency with OPWDD, state, and federal laws, rules, and regulations.
• Establish work committees to address policy-related issues and coordinates information flow between staff performing policy and standards development work.
• Draft memoranda for review to inform OPWDD staff of regulatory changes which may impact OPWDD operations.
• Create and present training materials to stakeholders regarding program initiatives and policy changes;
• Coordinate communications to stakeholders regarding policy initiatives
