Job Specifics

Minimum Qualifications Open to NYS employees only with one year of permanent competitive service as a Project Manager 4, G-29; OR in a position at the G-27 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.

Duties Description Reporting to the Director of the Citizen Services Cluster's Project & Program Management (PPMO) bureau, the Project Manager 4 will serve as the Director of Program Management with oversight for the Cluster’s largest, most complex projects, including several multi-project, multi-year, multi-million dollar Modernization Programs.

Specific duties include, but are not limited to:
• Mentors project managers both within the PPMO and functional managers throughout the Cluster, providing timely responses and ensuring resolution as issues arise.
• Prioritizes program/project resources and identifies risks and mitigation strategies, maintaining an enterprise view of the Programs, and providing reports and advisement to the Cluster Chief Information Officer relative to the Modernization Programs.
• Delivers comprehensive project and program performance management for transparency and accountability; manages performance in line with statewide IT strategic objectives.
• Utilizes expertise in all phases of formal project management as detailed in the Project Management Institute's Project Management Body of Knowledge as well as the New York State Project Management Guidebook.
• Stays abreast of emerging "best practices" in project management practice and technology, and collaborates with executive staff; agency, Cluster, and enterprise functional managers; and employees to identify and analyze short- and long-range Program and Project needs and to ensure timely development and implementation of projects within the Modernization Programs.
• Acts as a cooperative management team participant by taking positive steps to meet the goals of the PPMO and the Cluster.
• Performs the full range of supervisory responsibilities.
