Job Specifics
Minimum Qualifications Individuals who have one year of permanent service as a Human Resources Specialist 1 OR who are eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M grade of this position are eligible to apply. In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotional examination for the position of Human Resources Specialist 2. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications of having at least one year of permanent service as a Human Resources Specialist 1, if all requirements of a non-competitive promotion appointment are met.
Duties Description Human Resources Specialist 2 perform and typically supervise the performance of various personnel activities such as position classification, recruitment, placement, and employee services for the purpose of staffing, developing, and maintaining an adequate and competent work force. Incumbents may also assist in employee relations and staff development programs. Typically, incumbents are generally responsible for a significant segment of the overall agency personnel program and, under policy direction and guidelines, operate with relative independence in the planning, organizing, conducting, and coordinating of personnel activities to attain specific objectives. Incumbents may personally conduct personnel studies with significant agency ramifications and participate on intra- or interdepartmental management committees concerned with resolving broad issues in personnel administration.
Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
