Job Specifics

Minimum Qualifications A Master’s Degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial filed and four (4) years of professional budgeting experience within governmental jurisdiction; or a Master’s Degree in any filed and five (5) years of professional work experience including four (4) years in public administration; or a Bachelor’s Degree and seven (7) years of professional work experience including four (4) years in public administration.

Preferred Experience:
Candidates should have strong quantitative skills; a working knowledge of SAS is preferred and proficiency in Excel; capacity to manage and analyze large data sets; an ability to provide effective written and oral communications; supervisory training or experience; a proven track record of collaborative work; and the ability to effectively deal with competing priorities under tight deadlines.

Duties Description The incumbent will oversee the Sales and Excise Taxes Team within the Economics/Revenue Unit. This team: [1] employs multiple econometric and statistical techniques to provide forecasts and monitor cash receipts from several multi-billion dollar revenue streams; [2] works closely with ETU and EPU on information statements and due diligence for the Sales Tax Revenue and MTA bonds; [3] collaborates frequently with HIU on local finance issues; and [4] has numerous opportunities each budget cycle to work with Executive Chamber and DTF staff to develop, analyze and estimate the Financial Plan impacts of tax policy proposals.
