Minimum Qualifications
There is currently no Civil Service eligible list for this title. In order to be considered for these positions, candidates must meet the following minimum qualifications:
A) Provisional: A Bachelor's Degree from a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices or equivalent college degree and 2 years of experience in the direct provision of services, adult or child protective services, of which one year must have been at the supervisory or team leader level.
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. The Civil Service examination for the Vulnerable Persons Protection Specialist 2 has not been scheduled.

B) Transfer: Current New York State employees who have one year of permanent competitive service in a comparable title and are eligible for transfer under Section 70.1 of the Civil Service Law.
NOTE: Direct provision of services includes the care, review, investigation, assessment, treatment, or case planning for person(s) in facilities or programs covered by the Protection of People with Special Needs Act of 2012. Experience gained in programs and facilities that are not covered by this Act may meet the year experience requirement if they are found to be equivalent or similar to the facilities or programs covered under the Act.
Duties Description The Vulnerable Persons Protection Specialist 2 positions are required to staff the 24-hour hotline noted above and perform the following duties:
• Supervise a staff of Vulnerable Persons Protection Specialists 1, assign work in accordance with changing priorities and evaluate staff in the performance of their duties.
• Handle the intake of the extremely difficult and sensitive abuse and neglect reports. Provide guidance regarding the manner in which cases are handled or reports are accepted and forwarded.
• Assist with the training of staff in the methods and procedures to be used in receipt of allegations of abuse and/or neglect reports and/or significant incidents, the relay of these reports to the investigations unit.
• Perform administrative functions associated with the 24-hour hotline operations.
These positions are required to staff the 24-hour a day, seven days a week hotline noted above. Generally, employees will be assigned to work the following shifts: 7:00 am to 3:00 pm; or 3:00 pm to 11:00 pm; or 11:00 pm to 7:00 am, Monday through Sunday. Additional shifts/work schedules may be available.
Additional Comments As specified in the Protection of People with Special Needs Act, the New York State Justice Center for the Protection of People with Special Needs (Justice Center) is required to be operational by June 30, 2013. This new agency will help transform how New York State protects over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
